The Regeneration Operations Lead plays a key role in ensuring the successful delivery of externally funded regeneration projects and programmes. You will provide strong programme management, governance and assurance, supporting delivery, compliance and accountability while strengthening ways of working across the Regeneration service.

What you’ll do – key responsibilities

  • Lead programme management, governance and assurance for regeneration projects, ensuring delivery, performance and risk are managed effectively.
  • Ensure compliance with funder requirements, corporate policies and statutory duties, including local accountable body functions.
  • Work closely with Finance, Procurement, Legal and other services to maintain strong financial control and procurement compliance.
  • Embed consistent processes, management information and a PMO approach across the Regeneration service.
  • Support team development through training, guidance and continuous improvement, working closely with the Head of Regeneration & Major Projects.

  • Significant knowledge and experience of the development, implementation and review of project and programme plans.
  • Expert knowledge and insight into performance and risk management, including in the context of enabling and delivering projects.
  • In depth knowledge of procurement, sourcing and contract management.
  • In‑depth knowledge of regeneration strategies, programmes and funding mechanisms.
  • In‑depth knowledge and insight about the role of local authorities as accountable bodies for regeneration projects and programmes.
  • Proven track record of working at a senior level.
  • Proven ability to resolve conflicts and build consensus among diverse stakeholder groups.
  • Experience in developing projects and programmes that comply with external funding guidance and meet regulatory frameworks.
  • Experience in implementing innovative solutions to address challenges.
  • Experience in managing budgets, including forecasting, allocation, and monitoring of financial resources.
  • Demonstrated leadership in enabling and developing high‑performing teams.
  • Experience in supporting, task managing and mentoring colleagues to build capacity and expertise within the team.
  • Experience working collaboratively with other departments and service managers to achieve service outcomes.
  • Degree or equivalent qualification in project management, leadership or management.
  • Demonstrable continuous professional development in a related field.
  • Strong skills in analysis and interpretation and data, external guidance and internal systems and procedures to support delivery across the service.
  • Ability to incorporate internal and external colleague and stakeholder feedback into project and programme management.
  • Ability to write clear, concise, and well‑structured policy documents, reports, strategic plans, and briefings.
  • Ability to ensure accuracy and attention to detail in all written communications, including programme documents, Government returns reports, and correspondence.
  • Ability to tailor writing style and language to suit different audiences, from technical experts to the general public.
  • Knowledge of related policy and statutory functions including planning.
  • Experience managing projects from inception to completion.
  • Expertise in identifying, assessing, and mitigating risks associated with complex projects.
  • Experience in developing and managing public consultation and participation strategies.
  • Proven ability to manage resources and coordinate efforts across multiple teams and departments.

Additional Information

  • This is a full‑time position working 37 hours per week.
  • This is a fixed‑term position until June 2028.
  • If you are applying as a secondment, please seek approval from your manager first.
  • Flexible and hybrid working (1-2 days per week in the office).
  • 28 days of annual leave (additional to bank holidays).
