Highway Development Engineer – S38/S278 Technical Approvals Location: Croft, Leicestershire Rate: £55–£65 per hour Umbrella Contract: Temporary Start Date: ASAP The Role We are seeking an experienced Highway Development Engineer to join a busy local authority highways team, supporting the technical review and approval of developer-designed highway infrastructure. Due to a significant increase in applications for new roads and infrastructure intended for adoption by the Highway Authority, the team requires an engineer who can hit the ground running, work independently and help reduce the current backlog of submissions. This is an excellent opportunity for a highway or civil engineering professional with experience in development control, technical approvals or highway design. Key Responsibilities * Review and appraise developer highway design submissions under Section 38 and Section 278 of the Highways Act 1980. * Assess designs against relevant local and national highway standards and specifications. * Identify design deficiencies and provide clear technical feedback to achieve compliance. * Liaise with developers, consultants and design teams to resolve technical issues and progress approvals. * Support the Senior Design Engineer in managing applications and reducing turnaround times. * Ensure proposed highway infrastructure meets the required safety, quality and adoptability standards. * Manage workloads independently and contribute to the development of a pre-submission technical advice service. Essential Requirements * Experience in highway engineering, civil engineering design or a related discipline. * Practical experience reviewing or checking highway design submissions. * Knowledge of Section 38 and Section 278 agreements and developer-led highway works. * Understanding of relevant highway design standards and technical guidance. * Strong communication skills and the ability to work independently with minimal supervision. Desirable Experience * Local authority development control or highway development approvals experience. * Experience with adoptable roads, junctions, visibility, drainage and associated infrastructure. * An HNC, HND or degree in Civil Engineering or a relevant discipline. Relevant practical experience is the priority, and candidates with a strong technical background will be considered regardless of whether they hold a degree.
