Responsibilities

  • This role will place you at the centre of political decision-making and governance in the Council.
  • As strategic lead for all matters related to constitutional and electoral services, you will ensure that our democratic processes enable efficient, ethical and accountable decisions that are in alignment with the Council’s constitution.
  • You will hold the statutory responsibility for the Council’s scrutiny function and be able to bring this to life for Members, officers, partners and residents through high quality leadership, advice and, when appropriate, challenge.
  • Through a proactive and rigorous approach, you will ensure that good governance principles are embedded in how the Council operates, and that stakeholders understand the importance of governance as an enabling function and their role in adhering to its requirements.
  • You’ll ensure that the Council’s Constitution and associated documents such as Procedure Rules and the Scheme of Delegation are current, in line with statutory requirements and are fully understood by key decision makers.
  • At all times, you will ensure that rigorous and impartial advice is available to elected members and senior colleagues, so that decision making is well-informed, transparent and that scope to challenge is minimised so that pace of progress is not hindered, without compromise on scrutiny and accountability.
