Provide senior‑level legal advice and representation across complex, high‑risk matters within the designated legal team which is the Housing and Litigation Team. Support Elected Members, senior officers and external clients with authoritative legal guidance aligned to Council priorities. Lead and manage a legal team, ensuring high‑quality service delivery, governance and professional standards. Contribute to transformation, development and policy initiatives with significant legal and financial implications. Represent the Council in courts, tribunals, inquiries and external forums as required. Ensure legal services are delivered in accordance with statutory, regulatory and professional requirements. Promote best practice, continuous improvement and knowledge sharing within Legal Services. Deputise for the Assistant/Deputy Head of Legal Services when required.
Responsibilities
- Manage an extensive caseload of complex legal matters, providing high‑level advice to Members, senior managers and clients.
- Represent the Council in Magistrates’ Court, County Court, tribunals and inquiries, and instruct Counsel in higher court matters.
- Advise on legal implications of major transformation, regeneration and development projects.
- Lead, supervise and allocate work to staff within the team, including consultants and contractors.
- Provide professional supervision, mentoring and quality assurance to fee earners and support staff.
- Ensure compliance with legal developments, regulatory requirements and Council policies.
- Deliver training, briefings and guidance to Members, officers and clients to improve legal awareness.
- Participate in corporate working groups, investigations and appeals, and represent the Council externally.
Person Specification
- Qualified Solicitor, Barrister or Chartered Legal Executive with significant post‑qualification experience.
- Proven ability to manage complex legal caseloads in a high‑pressure public sector environment.
- Strong leadership and supervisory skills, with experience managing staff and external resources.
- Excellent communication and interpersonal skills, with the ability to influence senior stakeholders.
- Demonstrable experience advising Elected Members and senior officers on sensitive and high‑impact matters.
- Strong organisational skills with the ability to prioritise, plan and meet demanding deadlines.
- Sound knowledge of public law, governance, and regulatory frameworks relevant to local government.
