We are seeking an experienced and technically strong Technical Services Manager to lead Hard FM Technical Services delivery across the HMRC West estate. This is a handsâon leadership role supporting a complex, multiâsite public sector contract within the HM Revenue & Customs (HMRC) West portfolio. This position will be covering the Birmingham/Telford areas and requires an individual who can travel across this geography, ensuring safe, compliant and efficient engineering service delivery.
As Technical Services Manager, you will provide technical leadership and operational oversight across multiple live operational sites. You will ensure statutory compliance, asset reliability, and service continuity across critical infrastructure including:
- Mechanical & Electrical (M&E) systems
- HVAC and BMS systems
- Life safety systems
- Building fabric assets
You will embed a strong safety culture aligned to Sodexo's Zero Harm Mindset, ensuring all operations comply fully with health, safety and environmental legislation.
What you'll do:
- Provide technical oversight of planned and reactive maintenance delivery.
- Lead and manage multi-disciplinary engineering teams across a defined geographic patch.
- Ensure zero statutory compliance breaches across all assets and systems.
- Manage specialist subcontractors and supply chain partners to deliver safe, high-quality services.
- Oversee Safe Systems of Work, Permit to Work and risk management processes.
- Solve complex technical issues across electrical, mechanical, HVAC, BMS and life safety systems.
- Optimise resource deployment while balancing cost control, compliance and risk.
- Lead engineering and organisational change initiatives.
- Deliver forward maintenance planning and support lifecycle and capital forecasting.
- Ensure accurate maintenance records and compliance evidence are captured within CAFM/CMMS systems (Maximo desirable).
- Provide management reporting.
- Mentor apprentices and junior engineers.
- Drive sustainable improvements in service delivery and environmental performance.
- Oversee the condition and suitability of tools, and PPE.
- Collaborate with Asset Management, Compliance and Operational teams to ensure integrated delivery.

What you bring:
Essential Qualifications & Technical Competence
- NVQ Level 5 (or equivalent) in Engineering or Technical Services.
- Strong multi-disciplinary engineering knowledge (electrical, mechanical, HVAC, BMS, life safety, building fabric).
- Demonstrable knowledge of engineering compliance frameworks and statutory requirements.
- IOSH Managing Safely (minimum) or equivalent H&S qualification.
- Strong understanding of Safe Systems of Work and Permit to Work procedures.
Experience
- Proven experience managing engineering teams in a Hard FM environment.
- Experience managing subcontractors and supply chain partners.
- Experience within complex, multiâsite operational environments.
- Experience managing compliance documentation and audit processes.
- Experience contributing to minor works and engineering projects.
- Experience with CMMS/CAFM systems (Maximo desirable).
- Experience managing forward maintenance and lifecycle planning.
- Public sector or regulated environment experience (desirable).
