Are you looking for an opportunity to lead the shaping of financial processes in a complex and changing environment, working with key stakeholders to ensure robust financial management is in place within a high profile area? If so, we would love to hear from you. We are seeking a Senior Capital Finance Manager within the Financial Reporting and Planning Team. This newly formed role provides opportunities to enable the continuation of service delivery, support and deliver significant capital programmes, and shape financial processes to ensure robust financial management.

Responsibilities

  • Monitor in‑year and future year capital expenditure for Social Security Scotland, providing necessary assurance to senior leaders and core Scottish Government Finance colleagues, ensuring forecasts remain accurate and explaining any variances.
  • Work with Senior Leaders to develop a capital strategy that delivers on the organisation’s key priorities.
  • Lead the development of financial tools and guidance to develop financial capability and support accurate classification of capital expenditure.
  • Assess expenditure plans to ensure appropriate accounting treatment in line with relevant accounting standards.
  • Provision of expert advice and guidance to budget holders and the Executive Team around in‑year and future year capital programmes.
  • Lead the completion of notes to accounts relevant to capital (including Fixed Assets, Intangible Assets and Capital Commitments) for the Annual Report and Accounts, and liaise with External Audit during the audit process.
  • Manage the safe and secure transfer of assets from Social Security Programme.
  • Regularly review Social Security Scotland’s Capitalisation Policy.
  • Support Senior Responsible Officers in adhering to internal and Scottish Government‑wide governance processes associated with major investment projects.

  • Fully CCAB qualified with up‑to‑date Continuing Professional Development.
