We are looking for candidates with Local Government and Adult Social Care experience. The role is hybrid, 2-3 days in the office with flexibility.
Responsibilities
- Provide strategic advice and ensure the provision of comprehensive financial services across a wide range of disparate services, including analysis of complex financial information; financial monitoring, planning and budgeting; financial advice on operational and strategic plans and their impact; closure of the financial accounts; and the implementation, review and improvement of financial processes.
- Lead on organisational change within the Local Authority and support other services through the change agenda.
- Provide financial planning and strategies that balance Services, Council tax levels and reserves held, achieving substantial budgetary savings under reduced government funding.
- Deliver specialist professional financial advice to Heads of Service, Senior Managers, Chief Officers, elected Members and external partners, ensuring compliance with national and local policy, legislation and best practice.
- Explain complex financial issues to senior non‑financial managers in a clear, transparent manner.
- Manage the ongoing financial requirements of commissioning, contracting and partnership arrangements, ensuring robust financial processes are in place.
- Support the Deputy Director of Finance – Accounting Services in providing effective strategic financial support for current and future service delivery models.
- Manage the detailed work of the annual budget preparation process, budget monitoring and year‑end closing processes for a service area with a gross revenue budget in excess of £65m and up to approximately £750m.
- Exert influence and leadership across the finance team, even without direct line management responsibilities.
