Applications Portfolio Manager – Enterprise Applications

Key relationships/Functional links with

  • Internal: Executive Directors, Directors, Service Group Managers and other staff across the Council as appropriate, mainly key users of Oracle Cloud in HR and Payroll.
  • External: 3rd party suppliers currently working with the Council, other IT suppliers, Government departments, other Public Sector organisations

Main Responsibilities and job activities

  • Investigating complex Oracle HCM incidents raised by business users through to fix and resolution.
  • Managing system developments and changes from specification through to implementation.
  • Overseeing Oracle Cloud quarterly updates, testing and other essential maintenance
  • Coordinating feeder system integrations into Oracle Cloud within the Paa S solution.
  • Working in collaboration with the 3rd party technical support provider
  • Providing advice and guidance to stakeholders on best use of Oracle Cloud.

Experience and skills required

  • Experience of leading on the technical management of Oracle Cloud HCM modules including Core HR, Payroll, Absence Management, Time and Labor, ORC, BIP Publisher
  • Experience of maintaining and configuring Oracle Cloud HCM modules to meet business requirement and troubleshoot and fix issues
  • Experience of using service desk systems to manage user queries through to resolution
  • Experience of change management processes, systems configuration and testing techniques
  • Knowledge and understanding of Local Authority IT functions and requirements
  • Excellent written and verbal communication skills. Ability to communicate at all levels with clients, colleagues, partners and external organisations.
