Overview

Review, leadership and management of ITS/Technology systems design undertaken by Framework and external consultants.

Management and provision of cost‑effective design solutions to maintain or improve the M25 ITS/Technology assets to the standards agreed and considering the needs of key stakeholders.

Deliver the agreed outcomes with National Highways within programme, budget and CPS quality standards. Coordinate and collaborate between design, asset and PM teams, and NH SES.

Responsibilities

  • Complete technology design for a range of ITS assets (CCTV, signals, VMS, ERT, MIDAS, etc.) on time and to budget, presenting progress to the client.
  • Produce, check and certify designs, documents and reports, ensuring they are complete and compliant before submission to National Highways.
  • Assist the wider design team in various improvement and renewal schemes.
  • Develop and agree briefs with the design team and suppliers, covering scope, budget and programme, and obtain agreement from the asset head.
  • Contribute to the design review process (certification) in accordance with the DBFO contract and CPS internal standards.
  • Work with the project manager for internal reviews during the design phase to ensure timely sign‑off.
  • Contribute to design and supplier cost and budget, and review supplier invoices for payment when required.
  • Liaise with National Highways on technical issues and submissions, and internally with other teams within Connect Plus and CPS.
  • Liaise with statutory bodies such as Highway Authorities, Planning Authorities and statutory undertakers.
  • Report to the project manager on performance against budget and programme.
  • Lead innovation and continual improvement in the delivery of schemes and techniques used in design and construction.
  • Support the development of in‑house design capability and continuous improvement of processes and deliverables.
  • Ensure learning and best practice is captured from the project for sharing across the business.
  • Deputise for line manager as required.
  • Ensure the Principal Designer and delegated duties are met under CDM.
  • Support the delivery of the business’s sustainability activities.

Qualifications & Experience

Essential

  • Relevant vocational qualifications (BEng/BSc/HNC/HND) and membership of an appropriate professional institution (IET or IHE).
  • Working towards IEng or CEng level.
  • Competent in ITS/Technology design and assessment.
  • Knowledge of CDM and other H&S legislation, and competent in exercising the designer’s duties and Principal Designer duties under CDM.
  • Excellent IT skills and Microsoft Office.
  • Knowledge of design and assessment standards (DMRB / MCHW / IEC / 18th Edition IET Requirements for Electrical Installations C/G 2382).
  • Working knowledge of ITS/Technology equipment (CCTV, signals, VMS, ERT, MIDAS).
  • Good to have strong problem‑solving skills and ability to work in a team environment.
  • Knowledge of communication networks and cyber security.
  • Experience of highway design at various stages of the project life cycle.
  • Experience in the preparation and checking of reports and drawings for designs or construction projects.
  • Hold appropriate CSCS card registration.
  • Knowledge of Microsoft Project.
  • Consultation experience with National Highways, local councils, emergency services and key stakeholders.
  • Licensed to drive in the UK or with a reciprocal agreement.

Desirable

  • Experience in Intelligent Transport Systems, electrical designs, highway standards and commissioning.
  • Broad skills, knowledge and understanding of other technology‑related design areas.

Offers of employment will be dependent on obtaining the relevant level of clearance.
