The Asset Governance and Records Manager is responsible for managing strategic documents and records within the Asset and Network Planning Directorate. This role ensures that governance procedures are correctly implemented and consistently applied, owns the document storage structure, and ensures that policies, processes, procedures, and other data related to highways asset management are stored in the appropriate location. The role also serves as the initial point of contact for Freedom of Information Act (FOIA) requests, evaluating and drafting initial responses, and coordinating technical input from relevant parties.

Responsibilities

  • Maintain and organise records, including policies, processes, and procedures related to highways asset management.
  • Ensure records are accurate, up-to-date, and easily accessible.
  • Implement and maintain records management systems and procedures.
  • Develop and enforce records management policies and procedures.
  • Ensure compliance with legal and regulatory requirements related to records management.
  • Conduct regular audits to verify records are managed per established policies.
  • Act as the first point of contact for FOIA requests: evaluate requests, draft initial responses, and collaborate with asset managers to obtain technical input.
  • Ensure the integrity and confidentiality of records by implementing measures to protect against unauthorised access or damage.
  • Monitor and report on records management activities and performance.
  • Provide training and support to staff on records management best practices.

Qualifications

  • Experience in Quality Assurance, Information Management, or a related field.
  • Proven experience in strategic records management and governance, preferably within a similar industry.
  • Experience developing and actively managing and improving document governance within SharePoint.
  • Knowledge of legal and regulatory requirements related to records management.
  • Excellent written and verbal communication and interpersonal skills with experience in stakeholder management.
  • Ability to work independently and as part of a team.
  • Strong problem-solving and analytical skills.

This role may require security clearance. Offers of employment will depend on obtaining the relevant level of clearance. The vetting process is delivered by the United Kingdom Security Vetting (UKSV) and may require proof of residency in the UK of five years or longer.
