As a SPCM/PCM, you will add value to project/programme teams on niche and high‑profile schemes across the infrastructure sector for our reputable clients. The role involves leading a Project Controls team, establishing performance measurement baselines, managing risk, cost, change control, and providing advice to programme leaders.
Key Responsibilities
- Supervision and management of a Project Controls team, setting objectives and reviewing performance.
- Develop, monitor, and assure the Performance Measurement Baseline (PMB).
- Agree and deliver progress measurement methodology and timely submission of project actuals.
- Measure current performance and forecast future performance using earned value management.
- Implement and improve planning, risk, cost control, change control policies, procedures and processes.
- Chair or facilitate project/programme level change forums and ensure the change control system is applied.
- Advise project/programme leaders on delays, issues and challenges, providing specialist expertise.
- Self‑assess procedural compliance, share lessons learned and best practice within the wider Project Controls community.
Qualifications & Experience
- Proficiency in EVM processes and their application to complex infrastructure projects.
- Experience in a Project Management or Project Controls Management position within sectors such as transport, energy, defence, water or oil and gas.
- Ability to manage stakeholders at client, senior leader and line organisation levels.
- Professional qualification or certification in Project Management or Project Controls; membership of a relevant professional body with, or working towards, Chartered Status and/or a degree level.
- Experience in a client organisation or managing subcontractors from a Project Controls perspective.
- Experience with NEC Forms of Contract, including contract management and administration within rail and/or UK construction industry.
- Accredited NEC4 Project Manager desirable.
- Knowledge of Government investment procedures.
- Formal qualification in Programme Management, e.g., MSP.
- Experience in the rail industry or a similarly regulated industry.
- Resilience and effective verbal & written communication skills.

Security Clearance
This role may require security clearance and offers of employment will be dependent on obtaining the relevant level of clearance. The vetting process is delivered by United Kingdom Security Vetting (UKSV) and may require proof of residency in the UK of 5 years or longer.
