What's the role?
The Group are currently recruiting for a QS/Commercial Analyst to join a busy and dynamic team. This role sits within Horizon Water Infrastructure, working in a tier 1/2 alliance structure, more specifically the construction side of the current SWS project at the intersection of Commercial, Finance and Operations, ensuring that AFPs, pricing outputs and performance metrics are accurate, evidenced, and defensible before they crystallise into cash payments or Pay Less decisions.
Key Responsibilities:
- Validate installation, asset, and completion data prior to inclusion in Applications for Payment (AFPs) and notified sums
- Perform cross‑system reconciliation across field delivery systems, asset registers, billing/customer systems, and upstream/downstream contractor data
- Identify and resolve data issues including incomplete installs, duplicates, reversals, serial/location mismatches, and unsupported completion claims
- Act as the data authority, providing Commercial with assurance that AFP data is accurate and commercially safe
- Support Commercial with Payment Notices, Pay Less Notices, audits, and adjudications through robust data validation
- Analyse AFP volumes, rates, trends, and variances against contract assumptions, plans, and historic performance
- Assess cash‑flow and financial impacts of data errors and support pricing, rate challenges, and contractor performance reviews
- Identify and quantify commercial and financial risks arising from data quality, latency, systems, and contractor reporting behaviours
- Provide evidence‑based recommendations on payment decisions and defensibility of pay less positions
- Develop and maintain decision‑led dashboards and reporting covering validation status, error trends, and financial exposure
- Work closely with Commercial, Finance, and Operations, translating operational data into financial and contractual implications
- Undertake ad‑hoc duties aligned to commercial and financial objectives
To be considered for this role, we would love you to have/be:
Experience & Background
- Significant experience with construction industry contracts specifically NEC or similar contracting schemes
- Significant experience in commercial data analysis or accounting
- Experience in utilities, infrastructure, regulated environments, FMCG, retail, or high-volume transactional models strongly desirable
- Demonstrable experience supporting pricing, payment mechanisms, and supplier or contractor performance
Technical Skills required
- Advanced Excel (complex logic, reconciliation, error detection)
- Strong experience with Power BI (or equivalent) for dashboarding
- Confident working across multiple data sources and systems
- Comfortable creating and managing evidence-based datasets, not just reports
Personal Attributes
- Strong commercial judgement and understands when data is “interesting” vs “payable”
- Able to turn complex, messy datasets into clear, defensible conclusions
- Confident challenging stakeholders where data does not support payment
- Calm under deadline pressure (e.g. payment notice / pay‑less cycles)
