Purpose of Role

The Analytics Governance Controls Delivery Lead is a new role being established that will help to build out our Analytics Governance Capability within the Data Analytics Team, one of six functions within the EMEA Data Office. One of our key transformation initiatives is a multi‑year programme to ensure compliance with Basel Committee on Banking Supervision’s Standard #239 (BCBS239 - Principles for effective risk data aggregation and risk reporting). This global programme of work covers several Technology and Data Workstreams and is particularly important to SMBC EMEA which is expected to be subject to ECB Onboarding from FY27 onwards. This role will support business teams to ensure that their Key Data Uses (KDUs), and Key Metrics meet the minimum requirements of our Analytics Governance frameworks, policies, rules and procedures to achieve our goal of material compliance with BCBS239 principles. This role is responsible for continuous improvement of End‑User Computing (EUC) applications by supporting EUC Owners with implementing effective controls and automation. The role ensures EUC risks are effectively identified, assessed, remediated, and monitored in line with organisational policies, operational‑risk standards, and regulatory expectations. This leader coordinates with Technology, Operational Risk, Audit, Compliance, and business units to deliver a consistent, scalable EUC governance model across the enterprise. The candidate must be willing to challenge the status quo in an empathic manner, while helping the wider Data Office team to have an ethos of openness and transparency that will help us nurture genuine business innovation. Background

The EMEA Data Office was established in October 2021. It sits within EMEA Operations in the Operations Planning Department (OPPD), covering all EMEA entities (including Securities and Banking subsidiaries) and all datasets. The Data Office is responsible for defining and implementing the EMEA Data Strategy, building out its data management capabilities, and focusing on how we exploit data more effectively and innovatively across SMBC. We have been formed to really drive data‑led transformation through the bank. As part of this work, the EMEA Data Office has established a new framework which encompasses cultural, behavioural, procedural, and system transformation to deliver the new strategy. This initially focused on good governance through improved Data Architecture, Data Management and Data Quality, but as the foundations are established, we are focusing more on how we can use Data to drive new ways of working and improved business outcomes. Responsibilities

  • Ensure consistent Analytics Governance framework principles are adopted for how KDU analytics artefacts are created, validated, deployed, monitored, and retired.
  • Delivery of controls and automation work packages for existing EUCs that support EMEA to achieve material compliance with BCBS239 principles.
  • Facilitate communication and collaboration among stakeholders to ensure effective adherence to analytics governance, working across all levels from Associates to General Managers.
  • Design, implement, and maintain controls that ensure EUC tools are properly catalogued, validated, tested, reviewed, secured, and maintained.
  • Lead remediation initiatives to address control gaps, enhance documentation, and improve EUC quality and resilience.
  • Agree remediation activities with KDU and EUC owners and track remediation milestones.
  • Lead delivery of EUC governance remediation, including migrations, remediation programmes, or tool rollouts.
  • Maintain documentation for governance processes, data flows, standards, operating procedures, and control testing.
  • Highlight key issues, themes, and insights to senior leaders to support informed decision‑making on controls and remediation opportunities.
  • Develop training programmes, playbooks, and communications that help business users understand their responsibilities under the EUC governance framework.
  • Translate complex governance requirements into simple, practical guidance for non‑technical users.
  • Stay informed on industry best practices, tooling advancements, and emerging risks related to EUCs, spreadsheets, and citizen developer technologies.
  • Recommend improvements to streamline EUC processes, automate controls, and enhance transparency and reporting.
  • Drive maturity across EUC capabilities as analytics, automation, and self‑service technologies evolve.

Knowledge, Skills and Experience

  • Experience in EUC governance, operational risk, IT controls, audit, model governance, or similar risk focused roles.
  • Strong understanding of MS Excel VBA, MS Access and other EUC tooling used in Finance, Risk, Operations, or analytical functions.
  • Experience establishing governance frameworks supporting BCBS239 principles, experience of European Central Bank (ECB) onboarding would be a plus.
  • Experience of working in the financial services industry and knowledge of data related regulatory requirements for the financial service sector.
  • Proven ability to design, implement, and embed control frameworks.
  • Experience delivering large governance, remediation, or risk reduction programmes.
  • Strong documentation, analysis, and reporting skills.
  • Demonstrable experience of training, mentoring and coaching others in establishing Analytics Governance principles.
  • A good understanding of, and experience of applying, project management principles and approaches like waterfall and agile.
  • A good understanding of the full Software Development Lifecycle (SDLC) and development best practices as relevant to analytics and reporting.
  • A good understanding of information management and information security principles as relevant to analytics and reporting.
  • Strong stakeholder management and communication skills.
  • An outstanding problem solver who is has an analytical mindset, is inquisitive and can take a creative approach to solutions.
  • Experience with using Power BI and/or Tableau.
  • Solid understanding of data management concepts with knowledge of data governance practices, business and technology issues related to management of enterprise data and data related regulatory requirements, including data lineage.
  • Experience of working in an organisation that has enabled well governed and controlled self‑serve analytics at an enterprise level.
  • Knowledge of data related regulatory requirements.
