Smart Metering sits as a key enabler of a net-zero energy system and there has never been a more important time for ensuring that smart meters and the supporting Smart Energy Code (SEC) arrangements are fit for the future. The parties to the SEC are at the forefront of developments that will allow energy consumers to make better use of their energy and reduce their energy bills, whilst ensuring more efficient use of the energy system and assets. At the heart of decarbonising the UK economy, the energy sector is an exciting place to be. SECCo is arguably one of the most important bodies in ensuring we achieve the UK’s low-carbon goals.

You will act as the bridge between technical innovation, regulatory compliance, and stakeholder engagement. A key part of the role is chairing and evolving the SEC Privacy Sub-Committee (PSC) which works with industry to ensure smart meter data privacy is understood and maintained within the SEC at a time of significant change and technological development.

Key Responsibilities

This role leads the development and implementation of smart energy data strategies, ensuring compliance, security, and innovation across the SEC and SmartDCC ecosystem. In this role you will be expected to (amongst other things):

  • Work with SECCo and other codes to develop a vision for Smart Energy Data with particular focus initially on the SEC domains.
  • Develop and implement data strategies that support smart energy initiatives within regulatory codes - articulating how technology and data innovation can be used to drive improvements and best value for consumers.
  • Develop in collaboration with other bodies a Trust Framework and data architecture which takes account of multiple sources of authority, security requirements and overlapping datasets.
  • Act as a trusted advisor to the SEC Panel and to the wider energy industry on smart data and its uses.
  • Act as an ambassador for smart data, articulating its value to internal teams, industry partners, and external stakeholders—particularly in relation to energy resilience and customer protection.
  • Facilitate workshops, contribute to consultations, and industry working groups on smart energy data issues, keeping up to date with the sector and wider data trends.
  • Work closely with the SEC Security Sub-Committee (SSC) and SEC Technical and Business Architecture Sub-Committee (TABASC) to drive the smart data vision and roadmap, particularly on data governance, privacy-by-design principles, and security requirements.
  • Develop and maintain a close working relationship with senior leadership and SMEs in Smart DCC, DESNZ, Ofgem, and SECAS (SECCo’s Code Administration Service Provider), understanding their perspectives and managing their input.
  • Maintain awareness of cybersecurity and resilience requirements in energy data systems.
  • As Chair of PSC, work with members to:
  • Maintain a clear and appropriate strategy for the development of privacy in the SEC.
  • Support policy development and oversight of privacy-related issues.
  • Working with experts, provide information and guidance on data protection legislation.
  • Provide oversight of the Privacy Assessment Process.
The successful candidate will have:
  • Proven experience working with complex, multi-source data environments, including interoperability standards and federated architectures.
  • Knowledge of Smart Data frameworks and implementations, particularly by industry (not necessarily energy) groups.
  • Experience defining architectural frameworks, as well as high level operating models and governance frameworks.
  • Strong knowledge of data security, consent management, and privacy frameworks.
  • Practical experience with privacy regulation.
  • Strong stakeholder management skills.
  • Experience of Chairing meetings and interacting in a collaborative but persuasive manner with senior industry stakeholders and participants.
  • Pragmatic and committed to ethical data use.
  • Excellent oral and written communication skills.
  • An understanding of the GB Smart Metering arrangements and the Smart Energy Code is desirable, but not essential.
