As part of DCC’s procurement transformation, DCC is creating a Sourcing Team. The Procurement Manager will deliver a category led buying approach from tactical buying to strategic multi-year procurements. The role reports into a Senior Procurement Manager. These roles will change how we will consume energy for the next generation (25 years) and beyond. You will be playing a critical role in supporting DCC and the Smart Meter programme.

What will you be doing?

  • Manage, lead, and deliver sourcing activity to assigned projects and categories utilising established negotiation, benchmarking, strategic sourcing techniques & sustainability policies.
  • Working with DCC Directors and Executives to set and implement sourcing and procurement for all assigned procurement projects – ranging up to £100m+.
  • Providing thought advice and procurement expertise on sourcing models to meet the different needs of the business – from catalogue and auctions through to complex multi-year transformational procurements.
  • Providing sourcing expertise on end-to-end Telecoms Procurement strategy.
  • The Procurement Manager must be able to demonstrate experience as follows:
  • Manage, lead, and deliver sourcing activity to assigned projects and categories utilising established negotiation, benchmarking & strategic sourcing techniques & sustainability policies that aligns with the Net Zero aims in the UK Government.

What are we looking for?

  • Understanding of regulated and a non-regulated procurement and sourcing environments. Ideally with reference to secure and critical national industries.
  • Individuals must have led/owned E2E procurement activities and not supported (non negotiable).
  • 3+ years’ experience in strategic sourcing and procurement across telecommunications or similar technology-led industry.
  • Broad knowledge and experience of sourcing goods and services within a Telecoms category.
  • Proven experience of defining then implementing sourcing strategies, category strategies and/or SRM.
  • Excellent negotiation capabilities (methodologies and emotional intelligence) and commercial acumen.
  • Strong interpersonal, communication and stakeholder management skills – with the ability to effectively engage and influence at all levels.
  • Well organised with proven experience of managing projects.
  • Well established network of suppliers and relationships across IT & Networks industries.
  • Strong skills in contract drafting and contract negotiation are required.
  • Strong attention to details and proven ability to work in an open / auditable way fitting to a regulated environment.

  • Strong written and verbal communication. Able to communicate effectively with junior and senior stakeholders.
  • Ability to work effectively both independently and as part of a team.
  • Ability to influence stakeholders in a complex environment.
