Head of PMO Standards and Project Office Support

Hybrid Location: Manchester or London

This senior role will shape and drive delivery excellence across Smart DCC’s entire change portfolio. The Head of Delivery Standards & Project Office will define and embed enterprise‑wide delivery standards, lead the Project Support Office, and ensure all initiatives are aligned with strategic priorities. This role combines leadership, governance, and continuous improvement to enable Smart DCC to deliver its transformation agenda efficiently, consistently, and with maximum value.

How you will contribute to transforming energy and shaping the future.

  • Define and Maintain Delivery Standards – Own and continuously improve delivery standards, frameworks, and governance across the DCC portfolio, including PRINCE2 implementation.
  • Lead the Project Support Office (PSO) – Provide strategic leadership to the PSO, ensuring consistent, fit‑for‑purpose support for all programmes and projects.
  • Embed Frameworks Across the Organisation – Partner with business units to implement delivery and governance frameworks, promoting transparency, alignment, and quality across all initiatives.
  • Develop People and Delivery Leaders – Mentor and coach project and programme managers, fostering a culture of delivery excellence and professional growth.
  • Drive Continuous Improvement and Value – Enhance delivery KPIs, refine standards and methodologies, and champion professional development to ensure outcomes are consistently high‑value and aligned with strategic priorities.

Your skills that will enable us to fulfil our purpose:

  • Project & Programme Leadership – Extensive hands‑on experience in managing complex projects and programmes, with a track record of applying standards, methodologies, and best practices to deliver outcomes. Senior delivery experience (e.g., Programme Manager/Director) is highly desirable.
  • Standards and Governance Implementation – Proven ability to develop, implement, and embed delivery standards, controls, and portfolio governance across large, complex, or regulated organisations.
  • Leadership and People Management – Demonstrable leadership experience with the ability to influence change, manage and develop high‑performing teams, and foster professional growth.
  • Strategic Collaboration and Communication – Strong stakeholder management and communication skills, capable of engaging and influencing senior leaders, Boards, and cross‑functional teams effectively.
  • Qualifications and Professional Expertise – Bachelor’s degree (or equivalent experience), PRINCE2 Practitioner certification, with additional project and portfolio management certifications (MSP, MoP, MoR) desirable.
