An established and highly reputable Tier 1 construction contractor with a long-standing presence in the UK market is seeking an experienced Bid Manager – National Frameworks to join its central frameworks team. This is a key role within the work-winning function, responsible for leading and managing the full life cycle of bids for national construction frameworks across central government, regional and commercial clients. The successful candidate will play a critical role in client engagement, bid strategy development, coordination of multi-disciplinary teams, and the delivery of high-quality, compliant submissions.

Role Overview
The Bid Manager – National Frameworks will be responsible for managing framework opportunities from pre-engagement through to contract execution and continuous improvement. The role requires strategic thinking, leadership capability and strong bid writing expertise to secure high-value national framework positions.
Key Responsibilities
- Manage the full lifecycle of bid management including pre-tender preparation, Selection Questionnaires (SQ), Invitations to Tender (ITT), clarifications, contract execution and lessons learned.
- Develop and manage comprehensive bid plans including programmes, responsibility matrices, trackers, resource schedules and governance requirements.
- Draft and coordinate high-quality prequalification and tender submission documents, ensuring technical, commercial and operational inputs are aligned.
- Lead and coordinate bid strategy sessions and preparation workshops.
- Manage the clarification process and distribution of client information, ensuring timely internal responses.
- Coordinate external consultants where required.
- Develop market intelligence and contribute to bid strategy development.
- Organise and record governance meetings, progress calls and bid review gateways.
- Ensure all submissions are compliant, accurate, high quality and delivered within deadlines.
- Work collaboratively with graphics and support teams to enhance the presentation of submissions.
- Contribute to best practice and continuous improvement in tender management processes.
- Support regional teams in securing positions on regional frameworks and call-off projects when required.
- Prepare documentation for internal governance and tender settlement approvals.
- Maintain and develop the standard document library for bids, marketing materials and project data sheets.
- Build and maintain strong relationships with internal teams, clients, framework partners and stakeholders.
Candidate Requirements
Essential Criteria:
- Currently working, or previously worked, for a Tier 1 construction contractor.
- Currently operating at Bid Manager level.
- Demonstrable success in securing places on National Frameworks (e.g. central government and major public sector frameworks).
- Experience bidding at a national level for major construction projects valued at £100m+.
- Strong framework tender knowledge and experience.
- Proven track record of writing and securing winning tenders.
- Ability to develop and draft high-quality, compelling tender responses.
- Excellent communication skills with the ability to liaise effectively across regional, digital, sustainability and social value teams.
- Strong organisational skills and ability to manage multiple deadlines.
- Flexibility to work extended hours where required during peak tender periods.
Working Arrangements
This position offers remote working with attendance in the office one day per week. Occasional travel may be required depending on project needs. Flexible working arrangements are supported.
