We are seeking an exceptional Transport Manager & Cash & Travel Manager to join one of the UK’s most prestigious Ministry of Defence headquarters sites, supporting a complex, high-profile operational environment. This is a critical assurance and leadership role where compliance, integrity, and operational excellence are non-negotiable. This role will suit a proven MOD transport professional who already operates confidently within regulated passenger transport, understands the unique governance of Defence, and can lead both transport operations and cash & travel services with credibility and authority.
Key Responsibilities
- Full operational, legal, and safety accountability for all passenger transport services on site
- Acting as the named Transport Manager on the Operator’s Licence
- Direct leadership of both the Transport Team and Cash & Travel Teams
- Ongoing liaison with the Traffic Commissioner, DVSA, and MOD stakeholders
- Ensuring full compliance with: Operator’s Licence undertakings, Driver CPC, vehicle maintenance, and safety inspections, MOD transport governance and audit requirements
- Managing transport demand, scheduling, fleet utilisation, and service resilience
- Oversight of: Official travel bookings, Cash handling, Financial controls and audit readiness
- Supporting assurance activity, inspections, and regulatory audits
- Driving continuous improvement, service performance, and compliance culture
- Advising senior MOD stakeholders on transport governance and fleet capability
Essential Requirements (Non-Negotiable)
- Applicants must already hold all of the following:
- Full Certificate of Professional Competence (CPC) – Road Passenger Transport
- Proven experience in a Passenger Transport Operator environment (bus / coach / PSV)
- Previously approved by the Traffic Commissioner
- Currently named on, or previously held, an Operator’s Licence
- Strong knowledge of PSV compliance, maintenance regimes, and audit requirements
- Experience working within the MOD or supporting the MOD in a similar regulated transport role
- Proven leadership of operational teams in a high-compliance environment
- Security clearance (or eligibility to obtain)
Applications without CPC and proven Traffic Commissioner & Operator Licence experience cannot be considered.
Highly Desirable
- ADO (Authorising Demand Officer) experience within MOD transport
- Working knowledge of JSP 800
- Working knowledge of JPA (not essential, training can be provided)
- Experience managing Cash & Travel services within Government or Defence
- Previous experience operating under PFI / regulated Defence contracts
This role requires a minimum level of security clearance and may also require a higher level of National Security Vetting. You should be aware that certain levels of clearance or specific projects and/or sites have UK residency requirements; and any dual or multiple nationalities must be declared. Any persons who do not fulfil these residency requirements may be unable to obtain the required level of clearance and would not be eligible to undertake this role.
