Sizewell C is entering an exciting phase of growth as we mature into an independent organisation and continue building one of the UK’s largest and most important energy projects. We are now recruiting for the position of CFSI Manager (Quality Lead).

Location: London, Manchester, Bristol, hybrid basis with travel required.

Contract: Permanent, full-time.

Overview:

As CFSI Manager, you will be working within the Supplier Quality team, responsible for managing a team of Quality Engineers and ensuring compliance with the quality management systems covering all activities within the scope of the PDO Quality team. This includes ensuring that nuclear industry and major project best practice quality management arrangements are defined and deployed across the SZC project, organisation and within the supply chain.

The Supplier Quality Department is part of the Quality Delivery Organisation, which develops and maintains policies, strategies, standards, procedures and best practice in Quality as well as providing first and second level oversight of Sizewell C’s activities and measuring their effectiveness. The delivery of SZC Project is split across six programmes of works to which the Quality Department provides quality related services. Quality Delivery Managers in each programme specify their needs and monitor service performance.

The Quality Lead (CFSI Manager) supports the Head of Supplier Quality in understanding the supplier quality performance across these programmes, reporting on potential CFSI and risks in relation to CFSI across the whole supply chain, reporting on these and developing programmes to mitigate them, enhancing the quality performance in the supply chain.

The CFSI Manager has the responsibility to proactively manage Counterfeit, Fraudulent and Suspect Item (CFSI) arrangements in SZC by ensuring that there are adequate and appropriate strategies and arrangements to manage:

• CFSI Prevention: Ensure SZC has clear CFSI mitigation requirements identified in our arrangements with awareness throughout the Project Teams. Ensure that Suppliers' responsibilities have been defined and that Suppliers have implemented appropriate QMS arrangements to manage CFSI in their organisation with effective flow down to their Supply Chain. Have oversight of the continuous process that is carried out during the manufacturing, delivery, construction, installation and commissioning phases of the project.
• Detection: Is achieved by using a combination of audit, surveillance and inspection carried out by suitably qualified and experienced personnel (SQEP) throughout the project life cycle. Assist in the management of the resolution process activated when a CFSI event is detected either by the internal detection process or via an external third party advising of a potential CFSI event. Within 24 hours of the event notification, an Event Alert should be raised. This action should trigger a series of internal and external stakeholder reviews that enable an informed decision to be made regarding the event. If the decision confirms a CFSI event has occurred, CFSI investigation will commence.

The role has both internal and external aspects with requirements to interface with stakeholders from SZC, our Supply Chain and peers within the Nuclear Industry. Delivery of CFSI briefings will be a key feature of the role to build awareness of the risks and mitigations required, including supporting and conducting CFSI assessments with Suppliers to understand and measure their CFSI risk profile and supporting them to resolve issues. You will be directly involved in investigating potential CFSI issues and where CFSI is confirmed, to lead or support their resolution. You will coordinate the analysis and trending of CFSI events and be the interface with the EDF SA ‘Lutte Contre la fraude’ team within the Direction Qualite Industrial (DQI). You will work in close collaboration with all other project functions (e.g. technical directorate, supply chain, etc.) and the supply chain to ensure that project quality is delivered consistently (safely, efficiently and right first time) compliant with the scope of work and quality arrangements.

Principal Accountabilities:

• Support the development of and implementation of the Sizewell C CFSI Strategy.
• Implement key quality arrangements related to the following topics:
• Manage Quality Execution
• Support Technical Assessment of Suppliers
• Create information to report on the performance of suppliers
• Identify where support is required in the supply chain and provide this support
• Undertake actions to resolve issues relating to the implementation of quality and to bring about improvements and support others in these actions.
• The post could develop and manage a team of Quality Engineers, focused on the management and support of CFSI Mitigation.
• Line management of direct reports (Quality Engineers).
• The post reports to the Head of Supplier Quality.

Primary accountability:

• Implementation and support of the maintenance of quality management arrangements for deployment across the SZC delivery organisation in accordance with the Quality Strategy and based on nuclear industry and major project best practice.
• Support the development of CFSI arrangements for deployment across SZC.
• Coach and train SZC quality & Supplier Teams in CFSI.
• Conduct CFSI Assessments with Suppliers.
• Investigate and report on potential CFSI issues.
• Lead or support the resolution of confirmed CFSI.
• Share learning & good practices across the supply chain and other stakeholders.
• Provide regular CFSI reporting to Internal Stakeholders.
• Maintenance of CFSI related information and data on SZC platforms.
• Recruiting, appointing and managing the Quality Engineers, including their professional development.

Secondary accountability:

• Proactively communicating with other teams, maintaining good communication links and ensuring issues are reported in a timely manner.
• Identifying potential Quality issues before they arise to enable mitigating actions.
• Supporting team instructions to take temporary measures to mitigate and keep works safe and within Quality standards.
• Following up by taking appropriate and proportionate action (e.g. issuing communications, calling meetings).
• Use the learning portal to communicate quality learning to the wider teams.
• Ensuring tasks are developed to quality in accordance with the company’s requirement for health, safety and environment.

Qualification & Experience:

• HNC/HND qualification or Degree in a relevant science or engineering subject, or equivalent.
• Experience in the application of IAEA, GSR Pt 2, ISO9001, ISO14001, ISO 45001 and/or ISO 19443 standard in a multi-disciplinary project environment.
• Track record of delivering results.
• Proven leadership experience working in a quality assurance/control environment within the nuclear industry or other relevant safety critical industry.
• Solid experience of interaction and resolving issues with a wide range of stakeholders in a multi-cultural environment within major projects, manufacturing or large organisations.
• Experienced in the analysis of data, preparing reports and making recommendations.
• The ability to effectively implement quality management arrangements.
• Experience in leading and managing a team of Quality professionals, with the ability to motivate and manage their performance.
• The ability to build effective relationships with internal and external stakeholders.
• Pro-active and flexible, being prepared to plan and work on own initiative across a broad range of issues to drive performance against all dimensions of the quality systems.
• Good understanding of the risks and impact of CFSI in complex manufacturing supply chains.
• Demonstrable experience in Continuous Improvement with a sound knowledge of manufacturing improvement techniques.
• The ability to influence and to provide constructive challenge which is accepted by others.
• Able to support and implement practical solutions, whilst remaining open to the ideas of others.
• Confident and articulate communicator, able to build effective relationships with internal and external stakeholders, able to speak and present material to a large audience.
• Able to interface between project teams and with supply chain organisations.
• Proficient in MS Office (Excel, Word and PowerPoint).
• Ability to work effectively and consistently with Office 365 SharePoint and Teams collaboration platforms.
• Ability to speak French.
• Hold a professional accreditation (IRCA).
• Successfully completed an IRCA accredited Lead Audit Course for ISO 9001:205/ISO 19443:2018.
• Corporate Member or working towards membership of the Chartered Quality Institute & Chartered Quality Professional.
• Commercial exposure, especially supplier management.
• Previous experience of working in a regulated environment (e.g. nuclear), ideally new build and/or a safety critical industry.
• Experience of working with integrated management systems.
• Proven background of working within an independent oversight or audit capacity.
• Knowledge & understanding of nuclear site license conditions.
• Experience of interacting with regulators e.g. the ONR.
• Knowledge of Improvement Methodologies, Tools & Techniques e.g. Lean 6 Sigma.
• Ability to speak other European languages.
• A dynamic individual with a solid understanding of the quality processes in major projects across engineering, procurement, construction and commissioning.
• Strong awareness of working in an international quality environment.
• Knowledge of QA/QC codes and standards.
• Knowledge of special manufacturing processes, such as Welding, Non-Destructive Testing (NDT).
