The Site Operations Water (Utilities) Assistant Project Manager (APM) supports the Utilities Service Delivery Manager in coordinating and managing utilities operations and maintenance across the site. You'll oversee contractor teams delivering both temporary and permanent utilities services, ensuring the safe and efficient running of assets such as:

  • Minor electrical systems
  • Surface and foul water treatment plants
  • Foul and surface water drainage systems
  • Potable water storage facilities
  • Potable water networks (inc. hydrants)
  • Ground water abstraction systems

You'll support the full lifecycle in a fast‑paced environment from feasibility to construction and operational phases while promoting strong safety, environmental, and quality standards. This is an excellent role for someone experienced in utilities O&M within large, regulated infrastructure projects.

Responsibilities

  • Assist and manage day‑to‑day delivery of critical utilities support services
  • Work with the Utilities Service Delivery Manager to meet budget and schedule requirements
  • Ensure compliance with safety, regulatory, and statutory standards
  • Build strong working relationships with contractors and stakeholders
  • Support temporary design and design changes
  • Coordinate minor works with neighbouring contractors
  • Ensure contractor competencies and address skills gaps
  • Produce plans that meet project expectations and service requirements
  • Provide early intervention to resolve issues and maintain service continuity
  • Support utilities service provision to a large construction workforce
  • Support contract budget control (up to £100m)
  • Manage key internal and external stakeholders
  • Report on progress, risks, SLAs, KPIs, forecasting, and planning
  • Support delivery of the Programme Execution Plan (PEP)
  • Identify, manage, and mitigate risks

Qualifications & Experience

  • Management/leadership experience in highways, utilities or similar construction service environments
  • Experience in high-security and regulated settings
  • Proven experience leading multiple teams
  • Knowledge of water regulation
  • Strong communication and stakeholder skills
  • Ability to work in a dynamic, fast‑paced project environment
  • Experience in large, complex project environments
  • Proficiency with MS Project, AutoCAD, Office Suite, Outlook, GIS, Asset Management Systems, Field Reporting Apps, SharePoint

Education & Desirable Qualifications

  • Degree in Civil Engineering, Environmental Engineering, Management Engineering or a similar construction-related discipline
  • IOSH Managing Safely / NEBOSH General Certificate (desirable)
  • CSCS card (desirable)
  • NEC3/NEC4 contract awareness (desirable)
  • Customer service, conflict resolution, negotiation or leadership training (desirable)
