Requirements

  • We require a degree in organisational change, business management, organisational development, or a related discipline, plus a relevant professional qualification in change management, transformation, or project delivery such as Prosci, APMG, MSP, PRINCE2, Agile, or equivalent experience.
  • We require significant experience leading and shaping large-scale organisational or digital-enabled change programmes.
  • We require clear evidence of driving adoption, behavioural change, and measurable improvements in organisational performance and capability.
  • We require strong expertise in structured change and benefits management approaches, including defining, tracking, and realising benefits.
  • We require the ability to use data and insight to inform delivery, decision-making, and continuous improvement.

Responsibilities

  • We lead the change approach for major organisational change and transformation programmes, including our Future Ways of Working programme.
  • We ensure alignment between organisational priorities, culture change, and benefits realisation.
  • We establish and embed consistent change and benefits management practices across the organisation.
  • We develop and apply methodologies, tools, and governance to drive adoption, behavioural change, and sustained outcomes.
  • We support peer review and continuous improvement in our change practices.
  • We act as a trusted advisor to senior leaders, programme sponsors, and stakeholders.
  • We provide expert guidance, challenge, and assurance on change readiness, engagement, cultural impact, and embedding change successfully.
  • We work closely with senior leaders, programme teams, and enabling services to shape how change is approached and embedded.
  • We champion structured methodologies and benefits‑led approaches across complex programmes.
  • We build organisational capability and support teams to adopt new ways of working.

We are a Combined Authority with a Change and Transformation Team based in Leeds, working in a hybrid model for 37 hours per week. This is a key leadership role reporting to our Head of Change and Transformation, offering a salary of £60,037 per annum at Grade 10.
