Job description Role: Junior HR Business Partner (12 Month FTC)

Salary: c£49,798 plus civil service employer pension contribution of 27.9%
The National Audit Office (NAO) is the UK’s main public sector audit body. Independent of government, we have responsibility for auditing the accounts of various public sector bodies, examining the propriety of government spending, assessing risks to financial control and accountability, and reviewing the economy, efficiency and effectiveness of programmes, projects, and activities.
We report directly to Parliament, through the Committee of Public Accounts of the House of Commons which uses our reports as the basis of its own investigations. We employ some 900 staff, most of whom are qualified accountants, trainees, or technicians. They work in one of two main areas, financial audit, or value for money (VFM) audit.

Main purpose of the role:
HR Business Partners provide a proactive service to NAO Groups (business units), providing expert advice across a range of people related issues to ensure the business gets best value from its people resources. Working closely with Group People Development Directors, Performance Managers and Assignment Managers, HR Business Partners will offer advice on a range of issues, using their expert knowledge and experience to offer a range of solutions and supporting managers in delivering agreed actions. This includes managing all casework in their Group(s), supporting staff and management primarily in the areas of wellbeing, performance and conduct. At times HR Business Partners will need to take specialist/technical advice from other HR practitioners in the business and potentially consult with our legal advisers on particularly sensitive/complex cases. They will work co-operatively and collaboratively with the wider HR team and other Corporate Services colleagues to deliver a joined-up and effective service to the business which is responsive to changing business needs.
Key Duties & Responsibilities:
• Partner with senior leaders to develop and deliver people strategies and plans aligned to business objectives and priorities.
• Lead and manage complex employee relations matters, providing expert advice and guidance to managers on disciplinaries, grievances, absence, performance, conduct, and other workplace issues.
• Coach and develop managers to build capability, confidence, and consistency in managing people matters and applying HR policies effectively.
• Work under the leadership and direction of the HR Business Partner, supporting the delivery of the people agenda and business priorities.
• Support organisational change initiatives, including workforce planning, restructuring, and organisational design activities.
• Contribute to talent development strategies and programmes that strengthen leadership capability and support succession planning.
• Provide senior-level HR support and advice on complex employment matters, ensuring compliance with employment legislation and best practice.
• Analyse people data and workforce insights to identify trends, inform decision-making, and support business performance.
• Drive initiatives that enhance employee engagement, retention, wellbeing, and organisational performance.
• Collaborate with the wider People team to ensure the consistent delivery of HR policies, practices, and people solutions across the organisation.
Skills & Experience Required:
• Experience in a generalist HR or Junior HRBP role with a strong foundation in people practices and the ability to apply this experience across a broad range of HR activities
• Experience building effective working relationships with managers and stakeholders across the business
• Good understanding of key HR disciplines, including employee relations, performance management, talent, engagement and organisational change
• Working knowledge of UK employment law, forthcoming changes and experience supporting employee relations matters
• Ability to understand business priorities and contribute practical people focused solutions
• Confident communicator with the ability to coach and support managers on people matters
• Strong problem solving skills with a pragmatic and balanced approach
• Adaptable and open to change, with a commitment to continuous improvement and positive people practices
• Comfortable analysing HR data and using insights to support decision-making and identify trends
• CIPD Level 3 or 5, or working towards a CIPD qualification, or equivalent relevant experience

Selection process

A final stage interview will take place at our offices in Victoria on the 24th /25th / 26th November
