The Newcomer Service Program provides coordinated student assessments and supports for newcomer learners and their families across the Winnipeg School Division. The program includes Intercultural Support Workers (ISWs), interpreters, translation services, language acquisition and literacy centres, English as an Additional Language (EAL) programming, and support for school staff. The purpose is to improve social, cultural, emotional and academic outcomes for newcomer learners and their families.

Duties and Responsibilities

  • Lead and collaborate with the ISWs team to deliver effective programming for all newcomer learners.
  • Facilitate the reception, transition and integration of newcomer learners and their families into the school community.
  • Develop strategies to remove barriers for students and families in accessing services offered by WSD and external organisations.
  • Maintain knowledge of existing services available to assist newcomers and act as a resource to ISWs about availability and access.
  • Coordinate access to resources such as WRHA, Child and Family Services and other relevant agencies.
  • Provide mentorship and facilitate workshops and training for ISWs and other staff as required.
  • Explore additional provincial and federal funding opportunities to support Newcomer programming across the division.
  • Collect information from ISWs and schools regarding existing services and issues that may impact the need for new or revised programming.
  • Analyze data to identify trends and propose plans to improve outcomes for students and families.
  • Work closely with community groups to determine priority needs of newcomer learners and their families.
  • Ensure that services to students and families are equitable and effective.
  • Gather information regarding newcomer services in other jurisdictions to guide informed decisions to improve programming.
  • Maintain an ongoing awareness of current issues affecting newcomer populations.
  • Review designated services to ensure they operate effectively.
  • Develop proposals for strengthening existing services or creating new services.
  • Serve as liaison between WSD and external agencies and seek new partnership opportunities.

Qualifications

  • Complete secondary education is required.
  • Post‑secondary education in an area related to human services is required.
  • Excellent knowledge of existing social services available to support relevant populations.
  • Experience working with newcomer groups is an asset.
  • Knowledge of the diverse demographic groups within the Winnipeg School Division is preferred.
  • Experience working with the students, families and communities of the Winnipeg School Division.
  • Ability to work independently and collaboratively within a team environment.
  • Excellent communication, organisational and interpersonal skills.
  • Successful leadership experience and ability to lead groups in small and large settings.
  • High level of initiative and effective time‑management skills.
  • Flexibility to work non‑standard hours.
  • Proficiency in a second language would be preferred.
