Morningstar – Skaabe
Morningstar is a community-based initiative developed by Manitoba Education Indigenous Inclusion Directorate and the Winnipeg School Division. This program provides a network of services and supports for students and families of R.B. Russell Vocational High School. The Skaabe position is a key resource for the Morningstar program who reports directly to the principal and works collaboratively to provide resources and support to students and families.
Responsibilities
- Provide direct support and services to students and their families.
- Navigate social service systems and advocate with students and their families.
- Manage student case files and monitor progress.
- Collaborate with school administration, guidance counsellors, teachers, support staff and community organizations.
- Develop partnerships with collateral agencies, service providers and community supports.
- Support transitions to high school and between high school to post‑secondary.
- Other duties as assigned.
Qualifications
- Minimum of two years of experience working with Indigenous children and families.
- Extensive knowledge and/or work experience in the child welfare system, including a strong understanding of child welfare legislation, regulations, standards, policies and protocols.
- Strong case management and problem‑solving skills, including the ability to work in a complex, highly emotional and fast‑paced environment.
- Ability to plan for student transition with graduation, post‑secondary education and the workforce.
- Familiarity with utilizing and applying restorative practices.
- Knowledge of local Indigenous cultural practices, traditions and ceremonies will be considered an asset.
- Strong leadership skills – communication, organization and interpersonal.
- Demonstrated skills and knowledge in crisis intervention, child protection, safety planning, substance abuse, family violence and child abuse/neglect.
- Understanding of the impact of poverty and the effects of trauma.
- Experience with the complexity of issues and barriers facing young people and their families.
- A Bachelor of Social Work, a degree in a related field or work experience with children and families.
- Dedication to anti‑racism, equity and diversity.

- Proven ability to build collaborated cultures founded on integrity and collective purpose.
