This is a full-time, permanent position. The EAL and Newcomer Divisional Support Teacher will work collaboratively with the family of schools to ensure appropriate educational programming is in place for all newcomer students. Reporting to and under the direction of the Assistant Superintendent of Anti‑Racism, Equity and Climate Justice, the teacher assists schools in establishing a supportive, culturally sensitive school experience, with high expectations on language development and enrichment for all students and their families.

Start Date: September 8, 2026

Responsibilities:

  • Work alongside classroom teachers in co‑planning instructions that are rich in content and aligned with the provincial EAL curriculum.
  • Provide coaching and modeling of effective EAL instructional practices for teachers and school teams.
  • Design and deliver professional development to school leadership teams and instructional staff in the development of EAL instruction and assessment strategies.
  • Support instructional staff in designing learning opportunities that are aligned with stages of language acquisition and proficiencies.
  • Support and model instruction that is culturally responsive and reflective of student identities while aligning with the WSD strategic plan.
  • Assist in collecting and analyzing data and developing Intensive Newcomer Services grant reports and budgets to inform better decision‑making in resource distribution.
  • Engage with the superintendent team on information related to specific EAL programming.
  • Track growth for students to ensure instruction is high‑quality and impactful.
  • Collaborate with other divisional support staff and provincial staff in developing and implementing rich programming.

Qualifications:

  • Professional Certification: Hold a valid Manitoba Permanent Professional Teaching Certificate, with demonstrated expertise in English as an Additional Language (EAL) education.
  • Provincial Curriculum & Policy Expertise: Demonstrated knowledge and experience with Manitoba Education policies and initiatives, including Citizenship and Youth programming, and deep understanding of the K–12 EAL Curriculum Framework and Literacy, Academics, and Language (LAL) approach to support multilingual learners.
  • Newcomer & EAL Program Experience: Proven experience supporting newcomer, refugee, and immigrant students, including knowledge of the EAL intake process, language assessment practices, and culturally responsive programming that reflects students’ strengths, identities, and lived experiences.
  • Instructional Leadership & Capacity Building: Demonstrated ability to lead and support school teams in implementing effective, inclusive, and equitable instructional practices for EAL learners, including coaching educators and supporting curricular planning.
  • Equity, Inclusion, and Decolonization: Strong commitment to inclusive education, anti‑racism, and decolonization practices, with the ability to design and support rich, culturally sustaining learning environments for diverse language learners, aligned with Truth and Reconciliation principles.
  • Collaboration & Partnership Development: Experience developing and sustaining partnerships with provincial, inter‑divisional, and community stakeholders, including settlement organizations, to enhance supports for newcomer students and families and assist with system navigation.
  • Student‑Centered & Strategic Alignment: Commitment to a student‑centered approach to language learning that values multilingualism and identity, including experience integrating students’ languages and cultures into instruction, and aligning programming with divisional strategic priorities (e.g., Winnipeg School Division strategic plan).
