Executive / Manager (Programme Development)

Job Brief

Join us at the Singapore Economics and Management Institute (SEMI) — a dynamic organization specializing in corporate training, international business missions, and strategic business advisory services. We are seeking a capable and motivated individual to join our Programme Development team. The appointment level (Executive / Manager) will be commensurate with experience, competencies, and demonstrated performance.

Responsibilities

  • Design, develop and facilitate SkillsFuture (WSQ)–qualified training programmes aligned with industry needs, workforce transformation priorities, and national skills frameworks.
  • Customize and update programme content to meet the requirements of different industries, organizations, and adult learner profiles.
  • Apply training evaluation methodologies and learning analytics to continuously enhance programme quality, relevance, and outcomes.
  • Coordinate and support the end-to-end planning and delivery of training programmes, workshops, and engagement sessions in collaboration with internal teams and external stakeholders.
  • Work closely with industry partners, training providers, and regulatory bodies to ensure programme compliance, accreditation standards, and operational readiness.
  • Prepare programme reports and performance insights to support continuous improvement and informed decision‑making.
  • Conduct research on skills trends, emerging competencies, and best practices to support the development of future‑ready training offerings.

Requirements

  • 2–3 years of relevant experience in corporate training, adult education, WSQ programme delivery or coordination, government‑linked projects, or related sectors preferred (fresh graduates with strong organizational, coordination, and interpersonal skills may be considered on a case‑by‑case basis).
  • Minimum qualification: A-Levels, Polytechnic Diploma or equivalent (non‑tertiary candidates with strong relevant skills, learning aptitude, and professional attitude will also be considered).
  • Mandatory possession of Advanced Certificate in Learning and Performance (ACLP) and Diploma in Design and Development of Learning for Performance (DDDLP), in compliance with SkillsFuture Singapore (SSG) WSQ requirements.
  • Strong written and spoken communication skills in English and Mandarin, with the ability to engage adult learners, industry partners, and regulatory stakeholders effectively.
  • Proven ability to manage multiple stakeholders, programme schedules, documentation, and deliverables within structured frameworks.
  • Highly organized, self‑motivated, and able to perform effectively in a fast‑paced, project‑driven environment.
  • Willingness to undertake short‑term local or regional travel when required for programme delivery or stakeholder engagement.
