Outline of role

The Programme Manager is responsible for leading the operational administration team and overseeing the day-to-day delivery of activity across the Shared User operation. The role focuses on people management, operational performance, project delivery and continuous improvement, ensuring all work is effectively planned, prioritised and completed on time, in full and within agreed budgets.

Working closely with the Account Manager, warehouse teams and key stakeholders, the Programme Manager will ensure operational risks are proactively identified and managed, costs are controlled, and processes are followed consistently. The role is also responsible for utilising operational data and KPIs to drive efficiencies, improve service delivery and maintain high standards of operational performance.

Main responsibilities

• Lead, coach and develop the operational administration team to achieve business objectives.
• Manage all day-to-day people matters, including attendance, holidays, performance management, development and formal HR processes where required.
• Plan, prioritise and allocate workloads to ensure operational and client requirements are delivered effectively.
• Oversee the successful delivery of operational activity and projects, ensuring service levels and timescales are achieved.
• Monitor project progress, identify risks and implement mitigation plans to protect service, cost and delivery targets.
• Support the delivery of projects within agreed timelines and budgets.
• Monitor operational and project costs, identify potential overspend and take corrective action when required.
• Coordinate activities with warehouse operations to ensure the efficient flow of inbound, storage and outbound processes.
• Maintain stock integrity and effective inventory control practices.
• Monitor warehouse capacity and stock volumes to support operational efficiency and space utilisation.
• Review operational KPIs and performance reporting, identifying trends and opportunities for improvement.
• Ensure operational reporting is completed accurately and within agreed deadlines.
• Develop, maintain and audit operational processes to ensure consistency, compliance and service excellence.
• Promote adherence to procedures and maintain accurate audit trails.
• Investigate operational issues and implement corrective and preventative actions.
• Drive continuous improvement initiatives across people, processes and systems.
• Build and maintain effective relationships with customers, suppliers and internal stakeholders.
• Provide operational updates, performance information, cost analysis and risk reporting to the Account Manager.
• Motivate and engage the team to improve productivity, accountability and service standards.
• Ensure compliance with company policies, health and safety regulations and GDPR requirements.

Knowledge and experience required

• Experience within an operational, warehousing, distribution, stock management or similar environment.
• Previous experience leading, managing and developing teams.
• Experience planning and prioritising workloads within a fast-paced operational setting.
• Understanding of stock control, inventory management and operational processes.
• Experience monitoring budgets, costs and operational performance.
• Experience using KPIs, reporting and performance data to support decision-making and continuous improvement.
• Knowledge of compliance requirements, including health and safety and GDPR.

• Excellent organisational, planning and project coordination abilities.
• Strong analytical and problem-solving skills, with the ability to identify risks and implement solutions.
• Good commercial awareness and understanding of cost control.

• Proficient in Microsoft Office, particularly Excel.
• Flexible and adaptable, with the ability to manage changing priorities and drive continuous improvement.

Qualifications

• Educated to GCSE level (or equivalent) in English and Mathematics.
• Management qualification or relevant professional qualification desirable.
