We are seeking an experienced Global HR Specialist to lead a critical project: transitioning approximately 150 contractors into permanent employees across multiple jurisdictions and managing a number of potential cross-border working issues. This role requires deep expertise in global employment law including understanding employee relations and unionised / workers councils, compliance, employment law and tax implications and ensuring a smooth and legally sound conversion process. The ideal candidate will also excel in candidate management, offer negotiation, and building strong relationships with contractors / employees throughout the process. They need to be able to work in a global matrixed environment and work collaboratively with global and local P&O (People and Organisation) teams, employment lawyers, tax specialists, finance and talent acquisition teams.
Key Responsibilities
- Manage the end-to-end process of converting contractors to employees globally.
- Create and implement policies and frameworks for contractor-to-employee transitions.
- Manage any cross-border employee risks, handling any prior tax liabilities if evident and transferring to the correct location if required.
Compliance & Risk Management
- Assess and mitigate permanent establishment risk and employee misclassification issues.
- Review existing contractor agreements and mediate any potential prior issues caused by these.
- Ensure compliance with local employment laws, tax regulations, and statutory requirements.
- Understand when consultation is required and draft workers councils applications.
- Act as the primary point of contact for contractors during the transition process.
- Provide clear communication, guidance, and support to ensure a positive candidate experience.
- Develop competitive offers aligned with market standards and company policies.
- Negotiate terms effectively while maintaining fairness and compliance.
Stakeholder Engagement
- Collaborate with internal teams (P&O, Legal, Finance) and external advisors to align on strategy and execution.

- Extensive Global HR Experience: Proven track record in managing complex international employment projects.
- Employment law across multiple jurisdictions.
- Tax and legal implications of contractor conversions.
- Risk Management: Strong understanding of permanent establishment risk and misclassification issues.
- Relationship Building Skills: Exceptional interpersonal skills to build trust and maintain positive relationships with candidates and internal stakeholders.
- Negotiation Skills: Ability to craft and negotiate offers that balance candidate expectations and organizational requirements.
