Project Manager – various locations across Northern Ireland
Initial post available in Derry City & Strabane District Council

The Project Manager will provide DCSDC with a broad range of support and expertise. In relation to the Council’s capital programme and City Deal work, the Project Manager will ensure all necessary structures and controls are in place for the efficient and effective development and delivery of capital projects within the specified constraints of time, quality and cost.
The key duties and responsibilities of the role include, but are not limited to:

  • Capital Project delivery (which may include council capital investment, City Deal and other projects as appropriate).
  • Oversee development of SOCs and OBCs, primarily using the Five Case Model to deliver best value for money (or equivalent).
  • Ensuring that the Council’s needs are clearly defined, fully costed and deliverable within the project budgets and timetables.
  • Ensuring all necessary structures and controls are in place for the efficient and effective development, delivery and reporting of capital projects within the specified constraints of time, quality and cost.
  • Implementing key project governance arrangements and recommending and producing any required changes to current governance documentation.
  • Reviewing and assuring project risk management arrangements, including the status, reporting and effective mitigation of risks relating to planning, procurement and construction.
  • Coordinating and liaising with Senior Responsible Officers and other stakeholders regarding work delivery and progress, as and when required.
  • Managing project Integrated Consultancy Teams to ensure project delivery within agreed budget, time and quality requirements including effective change control, budget management, risk management, Integrated Supply Team procurement and Integrated Supply Team management.
  • Working collaboratively with Council Programme Managers, other staff and delivery partners as required across the City Deal Portfolio.
  • Verification of Integrated Consultancy Team, Integrated Supply Team and delivery partner progress reports and claims for payment.
  • Working to deadlines to complete the assigned activities to the required standard within the agreed timeframe.
  • Planning own day-to-day activity within the framework of the agreed work priorities.
  • Undertaking any other relevant duties that may be required and are commensurate with the nature and level of the post.

A merit list of suitable Project Managers will be maintained for a period of up to 12 months in the event that suitable additional roles become available across any of the 11 Northern Ireland Councils, including full-time or part time positions.
