As a member of the Estates Team within Property & Development, you will support the achievement of these key priorities, making a real difference to the lives of people in Shropshire. The Property & Development team encompasses all aspects of property and land management, including maintenance and repair, facilities, assets and estate management and strategic planning and development.
The Principal Acquisitions & Disposals Surveyor will work under the direct supervision of the Estates Manager – Acquisitions & Disposals and will be responsible for the provision of comprehensive and high-quality estate management with a focus on acquisitions and disposals.
Responsibilities include:
- Reporting to Estates Manager – Acquisitions & Disposals who is in turn responsible for your health and safety, training and development.
- Responsible and accountable for one FTE member of staff, acting in a supervisory/managerial capacity, monitoring performance, supporting development and undertaking annual appraisals.
- Expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order to achieve specified outcomes.
- Responsible for preparing responses in line with Shropshire Council’s corporate processes and national/regulatory/statutory processes.
- Responsible for completing within expected timescales all mandatory corporate and role specific training.
What will you be doing?
- Provide high quality professional property advice in carrying out valuation and estate management work in connection with the disposal of surplus property, the taking and granting of leases, tenancies, easements, licences, wayleaves etc. as well as the acquisition of property and general advice on property matters.
- Support the Estates Manager – Acquisitions & Disposals in the delivery of the estates function (acquisitions & disposals) through supervision of the acquisitions & disposals team.
- Assist and deputise for the Estates Manager – Acquisitions & Disposals as and when required.
- Support the Estates Manager – Acquisitions & Disposals in the development of the services, and change initiatives relating to improved service delivery.
- Ensure that the procurement of all supplies and services is undertaken in accordance with Shropshire Council’s policy.
- Carry out valuations, surveys and negotiations in connection with the acquisition or disposal of property, land and associated rights.
- Undertake and/or commission appropriate Red Book valuations in accordance with the relevant RICS code of practice.
- Provide professional property valuation advice to include Asset Valuations in accordance with the requirements of International Financial Reporting Standards and RICS valuation standards.
- Ensure that the Council fulfils its statutory and fiduciary responsibilities with respect to acquisitions, disposals and other property transactions.
- Lead and supervise in the production of development briefs and options appraisals.
- Work closely with the Council’s economic development team to provide professional property advice to the economic development portfolio.
- Provide and oversee advice and guidance on a range of transaction activities.
- Take responsibility for the delivery of a consistently high-quality service.
- Draft reports to other departments and for committees or full Council reports.
- Consider and respond to any queries or complaints and act accordingly.
- Liaise with managers and other relevant parties throughout the transaction process.
- Manage and monitor relevant budgets and costs.
- Monitor and manage team performance.
- Lead on specific initiatives.
- Make a positive contribution to the reputation of Shropshire Council as an employer of choice and of equal opportunities.
The postholder will be required from time to time to undertake other duties appropriate to the post, not specifically mentioned in this job description, in connection with the provision of a comprehensive valuation and estate management service. The postholder will commit to undertake appropriate CPD and to work towards achieving RICS Registered Valuer status if not already held.

Your post is subject to the following:
- The post is Permanent, for 37 hours per week.
- Normal office hours are 7am – 7pm Monday - Friday and 8am -1pm Saturday.
- This post carries eligibility to join the Local Government Pension Scheme.
- Annual leave entitlement is a pro rata flat rate scheme of 207 hours (28 days) annual leave plus bank holidays.
- The appointment is subject to three months’ notice in writing on either side.
- The appointment is subject to six months’ satisfactory probationary service.
- Smoking is not allowed in Council buildings, in Council vehicles or in any Council place of work.
- You are entitled to claim for reimbursement of the costs of travel on council business at the rate of 45 pence per mile.
The appointment is subject to receipt of satisfactory employment references, a medical report, and evidence of the qualifications required for the post.
