About Public First, a SHGH Company. Public First is a policy, research, opinion and strategy consultancy. We work with global companies, governments, start‐ups, institutions, and foundations around the world to tackle major public policy and strategic challenges. We are part think tank, part strategic consultancy, part polling company, and part communications agency. In other words, we bring together different disciplines that make policy happen and work.

Our recent projects have included:

  • Helping Google quantify their economic and social impact in over 20 countries across Europe, the Middle East, Africa, Asia‐Pacific, and North America.
  • Examining the future of British media and entertainment with Sky.
  • Running the Hybrid Work Commission on the economic and policy impact of the shift towards more flexible working.
  • Measuring the economic impact of Uber in over 15 countries, including in Europe, the Middle East, Asia, and North America.
  • Exploring public attitudes to AI in the UK and US.

We take an analytical approach to research, deploying economic modelling, data analysis, and opinion research to shape effective policy, create strategy, and deliver communications with impact.

At Public First, we help some of the world's most influential organisations navigate the fast‐changing policy landscape. Our Tech, Media & Telecoms (TMT) team works on the issues that define the digital age—from AI regulation and online safety to media plurality and the future of connectivity.

We're looking for a Senior Policy Manager who wants more than just a job. You'll have the freedom to shape ideas, produce thought leadership, and influence debates on the biggest challenges facing tech, telecoms and media today.

What You'll Do

  • Help lead projects from start to finish, delivering high‐quality research and reports that set the agenda. You will manage multiple client accounts, building strong, trusted relationships and acting as a primary point of contact.
  • Drive innovation: bring fresh ideas to complex problems and help clients navigate regulatory, policy and political change.
  • Engage with decision‐makers: act as a credible point of contact for clients and stakeholders, able to provide clear insights with authority and with a good understanding of the political and industry context.
  • Collaborate across disciplines: work with polling, economics, and qualitative research teams to produce impactful work.
  • Explore global opportunities: contribute to international projects and travel as our client base expands worldwide.
  • Support the growth of the TMT team: you will identify opportunities for organic growth on existing accounts as well as contributing to new business initiatives and the team's growth strategy.

What We're Looking For

  • Experience: 3‐5 years of experience in policy, consultancy, or a related field.
  • Expertise: Strong knowledge of tech, media or telecoms policy—whether that’s AI, digital markets, telecoms infrastructure, or media regulation.
  • Skills: Exceptional writing ability: produce reports and thought pieces that influence debate.
  • Strong research capability: from policy analysis to opinion polling and economic data.
  • Problem solving and innovative: generate credible policy recommendations and original policy solutions.
  • Excellent project management skills, able to manage multiple priorities and complex accounts.
  • Skilled presenter: able to communicate complex policy, polling/research clearly to senior clients.
  • Commercially minded: with experience contributing to business development and new client acquisition (preferred but not required).
  • A self‐starter who thrives on autonomy and wants to build a profile as an expert in their own right.

Why Public First?

  • Freedom to Think: We want our team to challenge assumptions and shape ideas—not just deliver projects.
  • Career Growth: This is a fast‐growing team and part of the business, so there will be plenty of room to grow and progress (based on performance).
  • Global Impact: Opportunities to work internationally and tackle policy issues that matter worldwide.
  • Collaborative Culture: Join a team that values curiosity, creativity, and independence.
  • Own your expertise: become a trusted voice on TMT policy, with space to develop your specialism and publish your thinking.
