Shell Trading and Supply (T&S) trades natural gas, electrical power, crude oil, refined products, chemical feedstocks, and environmental products in energy markets around the world. With industry-leading shipping/maritime capabilities and an integrated global network of supply/distribution activities, Shell T&S is one of the largest global energy trading operations and delivers hundreds of cargos each day to customers within and outside Shell. Trade control laws, sanctions and customs regulations financially impact trading operations and violations can lead to loss of export/import privileges and significant fines for Shell and individual staff as well as imprisonment for individuals. Compliance with trade control legislation is naturally imperative for Shell and we are looking to appoint a Senior Advisor – Sanctions to deepen our expertise in this area.
The Senior Sanctions Advisor is a specialist on sanctions and where overlap, export controls, customs and other related areas as needed to support the different T&S business activities and lines of business (Crude Trading, Products Trading, Gas & Energy Marketing & Trading, Shipping & Supply Operations), including through the provision of technical advice. The role holder will work closely with the broader Trade Compliance team and Group Legal, and other key stakeholders outside of T&S.
What You’ll Be Doing
- Lead the global T&S sanctions compliance programme – this includes ownership of the sanctions policy, procedure, and any associated standards and controls.
- Serve as a custodian/focal point for any questions or needed changes.
- Support Business Leadership decision-making in the High Risk Committee – responsible for reviewing cases before they reach senior leadership and directly advising senior leadership on sanctions risks.
- Provide operational sanctions advice and instructions, both directly to the business, through Compliance Advisors, and to the Compliance Operations team.
- Update and provide sanctions training to the T&S business and the Compliance Advisory teams as needed.
- Lead the upskilling and development of more junior members of the Compliance organization providing sanctions support.
- Independently identify operational, regulatory, compliance, and/or technical sanctions risks and assess them using recognised Shell methodologies.
- Recommend and implement sanctions-related mitigation measures, process improvements, and governance adjustments.
- Keep appraised of and communicate out changes in global sanctions regulatory requirements; ensure updates are communicated in a user-friendly and timely manner to the business and business leadership.
- Maintain a robust working knowledge of the T&S business to enable integration of mandatory sanctions procedures into business processes to manage and mitigate identified sanctions risks.
- Promote awareness of sanctions risks and required processes throughout the organization.
What You Bring
- A strong track record of advising on sanctions or other related regulatory areas across different businesses and lines of defence, and levels of seniority.
- Experience briefing senior leadership on high-visibility sanctions issues and changes; ability to answer questions real time and clearly articulate risks and mitigations.
- Experience of undertaking holistic analysis of transactions and determining appropriate course of action.
- Experience analysing and interpreting regulatory changes in the sanctions, export controls and customs domains, assessing the impact on the business and identifying where changes to operating procedures are required.
- Experience in designing and implementing compliance management frameworks and systems preferred.
- Experience of drafting the full suite of policy documents in the sanctions space.
- A strong track record of stakeholder engagement.
- Experience of liaising with government agencies and inquiries/investigations related to any areas of trade controls strongly preferred.
