Reporting to the Head of Financial Crime, Regulation & Conduct Risk within the T&S (Trading & Supply) Compliance organisation, the Compliance, Conduct & Ethics (CCE) Manager will have responsibility to lead and manage the global compliance incident management framework and E&C (Ethics & Compliance) Programme for T&S. In addition, this individual will lead our Compliance Strategic Intelligence function and the team responsible for Leadership Committee Governance.

The Compliance Conduct & Ethics (CCE) Manager will be responsible for:

  • Leading and managing the global Compliance, Conduct and Ethics team within T&S Compliance, including establishment of the overall vision and strategy for the team and strategy implementation.
  • Leading engagement with key global business, compliance (Monitoring & Surveillance, Regulation, Advisory, etc.) and other functional stakeholders (Legal, HR, IRM, BID, Cyber etc) to manage compliance incidents, manage the E&C Programme for T&S and monitor E&C risks and trends within Shell’s Trading & Supply business (T&S).
  • Leading the delivery of investigative findings with regards to identified compliance risk on business operations, regulatory compliance obligations and organisational reputation in T&S. Act as senior escalation point within investigations.
  • Leading the upkeep of a robust CCE control framework to ensure compliance with all regulatory obligations, regulator expectations and best practices. Lead enhancements as required.
  • Managing the team responsible for the High Risk Committee, High Risk Counterparty Committee, and other leadership risk-based decision-making fora.
  • Driving remediation and continuous improvement activities based on predictive intelligence and key performance indicators.
  • Lead and develop the Strategic Intelligence team to deliver high-impact insights across regulatory compliance, financial crime, and conduct risk domains.
  • Drive cross-functional collaboration across business units, industry bodies, and government agencies to gather and synthesize strategic intelligence.
  • Translate complex intelligence into actionable recommendations that inform risk management, policy development, and strategic decision-making.
  • Champion the use of cutting-edge technologies (e.g., AI, machine learning, advanced analytics) to enhance intelligence gathering, analysis, and dissemination.
  • Establish and maintain strategic partnerships with external stakeholders to stay ahead of emerging regulatory trends and threats.
  • Oversee the development of intelligence frameworks, methodologies, and reporting standards to ensure consistency and quality.
  • Oversee the monitoring of global regulatory landscapes and geopolitical developments to identify potential impacts on the organization.
  • Being the lead liaison with Legal, Compliance Regulation and other relevant stakeholders with regards to reportable compliance breaches to regulators.
  • Leading the delivery of the Management Information (MI) on team activities for reporting to senior management.
  • Leading BAU management and ongoing improvements to the Compliance case management system (Salesforce) for incident management, with focus on reporting standards and MI.
  • Driving continuous improvement and development of the team, including increasing efficiency and consistency of investigations and intelligence reporting; consolidating reporting with focus on impact and learnings; and further automation for processes and systems.
  • Leading the criticality assessment of and stakeholder engagement on metrics to determine root causes, business performance impact and identified mitigation measures for identified incidents.
  • Advocating factual and impartial approach to identify causal factors and related drivers behind escalated incidents to deduce insights and identify opportunities to enhance the overall E&C and Incident management framework.
  • Promoting a proactive and predictive analytics-based approach to continuous monitoring of E&C Conduct, SECO register usage and Trading related incidents focusing on all compliance risk types.
  • Fostering a culture of curiosity, innovation, and continuous learning while developing the skills and competencies of the team.
  • Team leadership, coaching and mentoring.

We are keen to hear from candidates with the following:

  • Extensive experience of forensic investigation within government, Financial Services, or trading firm.
  • Proven experience in strategic intelligence, regulatory compliance, or financial crime risk within a complex organization.
  • Strong understanding of regulatory environments and emerging risks across financial services or energy sectors.
  • Demonstrated ability to lead high-performing teams and influence senior stakeholders with a demonstrated ability to motivate, develop and drive performance and encourage positive team dynamics.
  • Experience with advanced data analytics tools and platforms; familiarity with AI-driven intelligence solutions is a plus.
  • Excellent communication, synthesis, and storytelling skills to convey complex insights clearly and persuasively.
  • Significant experience in leading an incident management team and developing a robust applicable incident management control framework.
  • Very strong and demonstrated analytical skills and high level of objectivity.
  • Robust understanding of global incident management regulations, compliance requirements and expectations.
  • Excellent interpersonal skills.
  • Extensive technical knowledge and experience across a broad spectrum of trading compliance functional domains and knowledge of global financial regulatory compliance requirements.
  • Impartial and honest with ability to maintain strict confidentiality, independence and standards of professionalism in the conduct and management of assessments.
  • Extensive experience in conducting subject and witness interviews and collecting, preserving and analysing evidence.
  • Deep understanding of the “3 Lines of Defence” model and proven ability to work in partnership with the 1st, 2nd and 3rd line of defence to deliver pragmatic risk management solutions which are cost effective and relevant for the business.
  • Robust written and verbal communication skills with the ability to influence at all levels of an organisation, both internally and externally, and engage with a wide range of stakeholders.
  • Credible and persuasive in ensuring the needs of our complex business are fully understood, resolve conflict and deliver tough messages.
  • Demonstrated ability to collaborate, interact and partner with wide range of stakeholders across business, other compliance team members and other functions.
  • Working knowledge of the global Energy markets (Gas, Power, Carbon and Oil) and trading markets.
  • Demonstrated ability to navigate complex and dynamic environments.
  • Knowledge of the global Energy markets (Gas, Power, Carbon and Oil) and financial markets is desirable.
  • Proven leadership experience with a demonstrated ability to motivate, develop and drive performance and encourage positive team dynamics.
