Sheffield Town Hall, one of the city’s five Grade I listed buildings, is undergoing a major refurbishment programme to secure its long‑term future as a civic, cultural and democratic landmark. The project will create a more sustainable, accessible and welcoming ‘Town Hall for All’, providing high-quality civic, community, office and event spaces while protecting the building’s historic character. We are seeking a Facilities Manager to join our growing Facilities Management team and help shape how the refurbished Town Hall will operate in the future. The project is modernising the FM service, moving towards a smarter, more planned and customer‑focused approach to operations, events and building management. This role will play a key part in developing operational models, customer experience standards and commercial opportunities that support a vibrant and sustainable civic building.
About the Role
You will be part of the Town Hall team, supporting the development of the operational and soft FM approach for the refurbished Town Hall, working closely with the client team, project stakeholders and the Facilities Management service. You will help shape how the building functions day‑to‑day, supporting the development of operational policies, events planning, catering approaches and income generation. This is an opportunity to play a key role in the future operation of one of Sheffield’s most significant civic buildings while contributing to a modern, customer‑focused Facilities Management service. The initial 18‑month fixed‑term contract aligns with RIBA Stage 2 (Concept Design) of the project, and you will be based in the Town Hall Project Office.
Key Responsibilities
- Support the development of operational and soft FM strategies for the refurbished Town Hall.
- Lead on the development of room booking policies and operational procedures.
- Support the development of operational cost models, service budgets and help shape revenue generation opportunities for the building.
- Develop approaches for catering, hospitality and events management, including room and event operation briefs to support design and operational planning.
- Work with consultants, contractors and stakeholders to integrate operational requirements into the building design to support the development of customer experience standards and future ways of working.
- Coordinate meetings, project information and operational planning documentation, while building positive working relationships with colleagues, partners, operators and contractors.
About You
You will be an organised and customer‑focused professional, with experience supporting operational delivery within complex buildings, venues or public‑facing environments. You will be confident working with a wide range of stakeholders and balancing operational, commercial and customer requirements. You will have:
- Experience within facilities management, operations, events, hospitality or venue management.
- Experience developing or managing operational procedures, bookings or customer service processes.
- An understanding of operational planning, service delivery and income generation within public or commercial spaces.
- Strong organisational skills and the ability to manage competing priorities and project information.
- Good communication and stakeholder engagement skills, with the ability to build positive working relationships.
- Experience coordinating meetings, operational documentation, reports or action plans with confidence using digital systems and Microsoft Office applications.
- The ability to identify issues, support problem solving and contribute to effective project delivery.
You will be keen to contribute to the future operation of Sheffield Town Hall and help shape a modern, welcoming and financially sustainable civic building for the future. A relevant qualification in facilities management, operations, hospitality, events management, property or a related discipline is desirable, or equivalent professional experience.

Full‑time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
