This is an exciting opportunity for a motivated and experienced individual to join the Asset Management and Programme Works Team within the Housing Service at Sheffield City Council as a Capital Programme Business Manager.

We are looking for a customer-focused leader to supervise and develop staff, and to lead, co-ordinate and support the delivery of our Housing Revenue Account (HRA) capital investment programme.

You will play a key role in ensuring effective financial management, robust planning and co-ordinated delivery of capital works projects.

You will work closely with the Operations and Development Manager, internal teams and external partners to ensure programmes are delivered efficiently, represent value for money and meet customer needs.

About the role

In this role, you will

  • Lead, organise and develop a team responsible for delivering capital investment programmes, ensuring high performance and effective workload management.
  • Co-ordinate the planning and delivery of capital works programmes, ensuring strong financial management, forecasting and budget control.
  • Manage and monitor team performance, supporting development, addressing issues where needed and driving continuous improvement.
  • Work collaboratively with internal services, external providers and partners to deliver joined-up services and achieve shared objectives.
  • Identify opportunities to improve services by monitoring outcomes, analysing performance data and seeking feedback from customers and stakeholders.
  • Support the delivery of accessible, inclusive and customer-focused services, ensuring equality of access and effective communication.
  • Ensure compliance with financial, contractual and statutory requirements, maintaining high professional standards.
  • Contribute to business planning, decision-making and service development as part of the wider management team.
  • Experience of developing and managing capital programmes and projects.
  • Strong financial and budget management skills, with the ability to plan and monitor resources effectively.
  • Experience of leading or supervising teams, with the ability to motivate, develop and manage performance.
  • Proven ability to work in partnership with internal teams, stakeholders and external organisations.
  • Strong analytical and problem-solving skills, with experience of using data to support service improvement.
  • Excellent communication skills, with the ability to present information clearly to a range of audiences.
  • A good understanding of housing, asset management and customer needs within a property-related environment.
  • A commitment to delivering high-quality, compliant and customer-focused services.
  • Full-time employees work 37 hours for 52 weeks of the year.
