With a housing stock of nearly 40,000 tenanted and leasehold properties, our Housing & Neighbourhoods Service is integral to Sheffield's continued success and growth.

As we embark on delivering our new Housing Strategy, we have three Service Manager vacancies across:

  • Older People’s Independent Living
  • Supported Housing and Temporary Accommodation
  • Neighbourhood Services

Service Manager - Older People’s Independent Living (OPIL) service provides specialist housing and support for older adults (typically over 60) through schemes like sheltered housing, focusing on safety, independence, and integrated care, accessible via the council's housing options.

Service Manager - Supported Housing and Temporary Accommodation This team works in meeting statutory duties for homeless individuals in priority need, towards more suitable, stable housing options, while preventing homelessness with multi‑agency support, especially for vulnerable groups.

Service Manager - Neighbourhood Services The Neighbourhood teams manage the customer access points, tenancy enforcement and sustainment, estate services, community engagement, lettings, and the delivery of our Housing Plus model, where we identify and refer for additional support, to allow tenants to live independently and achieve a sustainable tenancy.

We are interested in hearing from candidates who are Chartered Institute of Housing level 4 qualified, but if not, we will support successful candidates to achieve it when in post. Achievement of this qualification is essential due to changes in legislation, and this is now a statutory requirement.

These are politically restricted posts and require significant time in the office and/or at locations around the city. Shortlisted candidates will be invited to an online assessment on Friday 6th February and final interview, in person in Sheffield on either 10th, 11th or 12th February. Full‑time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade. Equality of pay is extremely important to us. All roles at Sheffield City Council are going through an evaluation process which may result in changes to some pay arrangements from 2026.
