We are now looking for a strategic learning leader to shape this mission and take it further. This is someone who combines deep expertise in learning strategy with the ability to influence culture and lead change across a large and complex organisation, helping us create the conditions for better services and stronger connections with the communities we serve. What this role is about Setting and delivering the strategy that builds digital confidence, skills, and adoption across the organisation Embedding a learning culture that makes continuous development part of how we work and change together Leading a small, high‑performing team and network of change agents, and defining its vision, priorities, and future direction Working with senior leaders to align learning, adoption, and transformation goals so that digital change delivers real value for colleagues and citizens What you’ll bring Proven experience leading a learning or organisational development function, with responsibility for strategy, design, and delivery at scale A strong track record in shaping learning strategies and frameworks that drive cultural change and capability development Curiosity and awareness of emerging trends, tools, and approaches in learning, with the ability to translate them into meaningful, relevant and engaging experiences Credibility and confidence when engaging with senior leaders and seeking their support, translating strategic aims into practical plans that deliver results Strategic insight and analytical thinking, with the ability to identify where learning and adoption make the greatest impact A genuine passion for helping people grow through learning and technology, and for creating the mindset and culture that make transformation possible This is a unique opportunity to define how Sheffield City Council learns and adapts in a rapidly changing world. Full‑time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
