Overview: Our client in Devon is seeking an experienced Housing Standards / Housing Enforcement Officer to join the team on a 12-month contract. This role will suit a confident practitioner with strong private sector housing and enforcement experience, who is comfortable operating at pace and supporting wider service improvement. While an EHO qualification is preferred, applications from non-EHO officers with substantial and relevant housing enforcement experience will also be considered.
Key Responsibilities:
- Deliver proactive and reactive housing enforcement work across the private sector housing portfolio
- Carry out inspections under relevant legislation (including Housing Act 2004 and associated regulations)
- Take appropriate formal enforcement action, including improvement notices, prohibition orders, civil penalties, and prosecutions where required
- Provide mentoring and professional support to other housing enforcement officers
- Review, advise on, and help improve procedures, processes, and working practices within the housing enforcement function
- Prepare clear, robust reports, schedules of work, and legal documentation
- Liaise effectively with landlords, tenants, managing agents, legal services, and internal stakeholders
- Support service delivery from the office three days per week, with flexibility for home working two days per week
Essential Experience & Skills:
- Significant experience in private sector housing / housing enforcement
- Strong working knowledge of housing legislation and enforcement tools
- Confidence in mentoring, advising, and supporting other officers
- Ability to work independently and make sound, proportionate enforcement decisions
- Strong written and verbal communication skills
- Comfortable reviewing and shaping procedures and best practice
- Ability to manage workload effectively in a hybrid working environment
Desirable:
- Environmental Health qualification (EHO)
- Local authority housing enforcement experience
- Experience contributing to service improvement or procedural reviews
