An exciting opportunity has arisen for an Assistant Transport Planner to join our Transport Policy team at Hampshire County Council. The role involves working as part of a professional and supportive team to help implement and monitor the Local Transport Plan (LTP4). The team will develop and deliver LTP4 via policies, frameworks, guidance and standards and ensure the plan is continually monitored and evaluated. You will be part of a dynamic team with opportunities for in-house training and professional development, collaborating with Spatial Planning and Integrated Transport teams. The role requires working with teams across the organisation to ensure transport policies are evidenced, prepared and monitored appropriately. Site visits and attendance at meetings or events may be required elsewhere in Hampshire. A keen interest in sustainable transport, climate change or environmental issues is desirable.

Responsibilities

  • Assist with the development and implementation of the policy and strategy elements of LTP4, including policies, frameworks, guidance and standards.
  • Assist with the evaluation and monitoring of LTP4, providing general coordination support.
  • Support the team in undertaking LTP4 reviews or refreshes.
  • Respond to new transport strategy workstreams, including researching and developing new policy in response to national or local changes in transport priorities.
  • Work closely with the wider Spatial Planning team to advise and support LPAs on emerging local plans, preparing supporting material for examination in public hearings as necessary.
  • Engage with external stakeholders, groups and bodies to support the outcomes and principles of LTP4.
  • Help develop professional relationships and networks.
  • Prepare written reports, presentations/graphics and undertake data analysis.

Qualifications and Skills

  • A person enthusiastic about sustainable transport, climate change and place making (some experience in a transport or related field is desirable but not essential).
  • Motivated with a willingness to learn new processes and procedures quickly.
  • GCSEs (9–4 / A–C) or equivalent including English and Maths.
  • Ability to use various IT systems including MS Office packages.
  • Data analysis (experience with Excel spreadsheets).
  • GIS skills (desirable but not essential).
  • Effective communication skills, ideally including experience of dealing with the general public.
  • Strong writing ability, including drafting letters and emails on transport policy issues and producing written reports or publications.
  • Ability to create PowerPoint presentation slides including graphics.
  • Ability to take and produce minutes/records of meetings and prepare agendas and materials for meetings.
  • Ability to undertake independent research and compile findings appropriately.
  • Ability to prioritise workload and manage competing demands.
