The role requires strong stakeholder management skills, comfortable in strategic engagement and influencing to enable strong outputs from a value-adding procurement service. Holding the professional diploma of the Chartered Institute of Purchasing and Supply, as a minimum, the post holder will have extensive and very significant highly developed specialist knowledge and senior experience in public procurement legislation, its receipt, understanding and application.
Having in-depth practical procurement experience it is expected that you will offer specialist strategic advice and guidance to the Trust senior management team and managers involved in procuring goods and services. Provision of advice in relation to corporate governance issues (Standing Financial Instructions (SFI’s) and Standing Orders (SO)) relating to procurement and on the complex detail of European, national and international legislation on and process, including working with commercially sensitive and confidential information.
Experience of PCR 2015, EU/UK regulations and company policies, Provider Selection Regime and the New Procurement Act 2023 is beneficial. Ability to use theoretical and practical knowledge, judgement, commercial and technical skills to support the negotiation on of high value, complex contracts to influence suppliers, clinicians and senior managers.
Extensive and highly significant experience gained at a senior management/strategic role working in a complex organisation. A proven capability to manage a diverse personal portfolio of work, meeting and exceeding targets set whilst leading others to deliver against their own objectives and workload. Ability to demonstrate strategic thinking in complex areas.
