We\’re looking for an experienced Liabilities Manager to lead and manage the end-to-end administration and compliance activities relating to NRSWA and TMA regulations, associated Codes of Practice, and local permit schemes. This role is responsible for overseeing compliance, permitting and coordination, stakeholder and financial management, risk control, and team leadership. You\’ll work closely with regional teams to review and challenge penalty notices where appropriate, ensuring fines are processed accurately and within required timescales.

Team Leadership & Performance Management

  • Manage and support a team responsible for overseeing all liabilities associated with our streetworks activities.
  • Develop and implement KPIs to monitor team performance and compliance.
  • Conduct regular team meetings, coaching sessions, and performance reviews.

Legislation & Compliance

  • Ensure all activities comply with NRSWA and TMA regulations, the associated Codes of Practice, and local permit schemes.
  • Maintain awareness of changes in legislation and update processes accordingly.
  • Act as the subject matter expert for liability compliance within the region.

Operational Delivery

  • Oversee the raising of permits, lane rental applications, and associated documentation.
  • Coordinate with local authorities to secure approvals and minimise disruption to the public.
  • Monitor timelines to ensure engineers have access to sites as scheduled.

Stakeholder Engagement

  • Build strong relationships with highway authorities, local authorities, contractors, and internal teams.
  • Act as the escalation point for liability related queries and issues.
  • Promote collaborative working to resolve conflicts and maintain compliance.

Cost & Commercial Awareness

  • Monitor and manage costs associated with liabilities and fixed penalty notices.
  • Identify opportunities for cost reduction and efficiency improvements.
  • Support commercial decision-making through accurate reporting and analysis.

Data & Reporting

  • Develop dashboards and reports to track performance.
  • Analyse data to identify trends and opportunities for improvement.
  • Present updates to senior management and recommend process enhancements.

What you will need

  • Strong leadership and people management skills.
  • Proven experience in traffic management, coordination issues, and a high-level knowledge of streetworks legislation and permitting processes.
  • Excellent organisational and planning abilities.
  • Proficient in Microsoft Office applications and expertise in Street Manager software
  • Analytical mindset with experience in developing and tracking KPIs.
  • Effective communication and stakeholder management skills.

Experience & Qualifications

  • Proven experience in streetworks liability management or similar compliance-focused roles.
  • Knowledge of NRSWA (New Roads and Street Works Act) and related permitting regulations and
  • processes.
  • Experience managing teams and working with local stakeholders.
