A Council in the Midlands is embarking on a major, once-in-a-generation transformation, creating a unique opportunity to help design and deliver a new model of local government that works better for residents, communities and partners.

We are seeking experienced and driven Programme Managers to play a pivotal role in shaping this future. You will lead one or more high-profile programmes that will redesign services, embed new ways of working, deliver cultural change and realise meaningful benefits at scale.

About the Role

As a Programme Manager, you will:

  • Lead complex transformation programmes from initiation to delivery and benefits realisation.
  • Oversee multiple projects, providing strong programme leadership, governance and assurance.
  • Manage interdependencies, risks, issues and decision-making processes.
  • Work closely with senior leaders, elected members and multi-agency partners.
  • Develop robust programme plans, business cases and reporting materials.
  • Support and guide project managers and programme support staff.
  • Contribute to the effective oversight of a wider transformation portfolio.

About You

You will bring:

  • Significant experience managing complex, multi-faceted programmes in large organisations, ideally within local government.
  • Strong leadership, communication and stakeholder-engagement skills.
  • Experience influencing senior leaders and translating complex issues into clear, actionable plans.
  • A collaborative, solutions-focused approach and the ability to thrive in fast-paced, high-pressure environments.
  • A relevant programme/project management qualification (or equivalent experience).
  • Experience of working in the public sector (essential) and managing cultural or behavioural change programmes.
