Position: Senior Project Manager / Programme Manager (Contract)

Organisation: HM Courts & Tribunals Service (HMCTS)

Location: Hybrid / UK-based (travel as required)

Day Rate: £610 per day (Outside IR35)

Contract Length: Up to 6 months initially (with potential extension)

Security Clearance (SC) essential (SC is explicitly required for HMCTS Senior Project Manager roles).

About the Programme: HMCTS is delivering major, complex and high-impact programmes across the justice system. These require experienced senior leadership to drive delivery, maintain governance and assurance, manage risk, and engage senior stakeholders.

Join Our Team: We are seeking an experienced Senior Project Manager / Programme Manager to lead complex workstreams and programmes end-to-end, operating confidently with senior governance and ensuring delivery remains controlled and outcomes-focused.

Key Responsibilities:

  • Lead and manage complex, interdependent projects/programmes and set appropriate delivery methodologies and controls.
  • Establish and maintain governance and assurance, including effective reporting structures and early identification of delivery issues.
  • Provide expert support to business case/project brief development and ensure stakeholders are aligned to scope, outcomes and delivery approach.
  • Lead budget forecasting and ensure delivery is tracked against budget and performance expectations.
  • Develop and maintain benefits realisation approaches (strategy/models/tracking) to evidence outcomes.
  • Manage risk and issue control with appropriate escalation and mitigation.
  • Lead change control and scope management, ensuring impact is assessed and decisions are governed.
  • Coach/mentor others and build delivery capability within the wider team.

Essential Requirements:

  • Significant experience delivering complex programmes/projects in public sector environments.
  • Strong governance, assurance, stakeholder management and delivery control capability.
  • Security Clearance (SC) essential (SC is explicitly required for HMCTS Senior Project Manager roles).
