Seven Resourcing is currently seeking an experienced Revenues Manager to join a local authority team in Shrewsbury. This is an excellent opportunity for a skilled revenues professional with strong Council Tax and NNDR (Business Rates) experience to take on a leadership role within a fast-paced public sector environment.

You will be responsible for overseeing the full revenues service, ensuring accurate billing, effective collection, and compliance with all relevant legislation, while leading and developing a high-performing team.

Key Responsibilities
  • Service Delivery
    • Deliver an efficient and effective Council Tax and NNDR service
    • Oversee accurate annual billing for Council Tax, NNDR, and Business Improvement Districts (BIDs)
    • Ensure all billing and recovery processes comply with current legislation
    • Promote and manage effective debt recovery strategies
  • Technical & Compliance
    • Maintain expert knowledge of local taxation legislation and best practice
    • Interpret and advise on complex and sensitive revenues matters
    • Ensure timely and accurate submission of statutory returns (e.g. CTB1, NNDR1, NNDR3)
  • Leadership & Team Management
    • Lead, manage, and support Revenues Team Managers and staff
    • Drive staff performance, development, and training programmes
    • Ensure service delivery meets accuracy targets (minimum 95%)
  • Performance & Strategy
    • Develop service plans, operational programmes, and performance frameworks
    • Monitor KPIs and produce reports on income collection and outstanding debt
    • Support continuous improvement and service transformation initiatives
  • Financial & Risk Management
    • Manage budgets in line with financial regulations
    • Oversee debt write-offs within delegated authority
    • Identify and mitigate risks to service delivery
  • Stakeholder Engagement
    • Liaise with internal departments and external partners
    • Manage Service Level Agreements to ensure performance and value for money
    • Represent the service at meetings, committees, and relevant events
Requirements
  • Proven experience in a Revenues Manager or senior revenues position
  • Strong knowledge of Council Tax and NNDR legislation and processes
  • Experience within a local authority setting
  • Demonstrable leadership and team management experience
  • Strong analytical and problem-solving skills
  • Excellent communication and stakeholder engagement abilities
