This is an exciting opportunity for a Procurement Officer to support a Procurement Business Partner in Southampton within a three-month locum role. As a pivotal player in the Contracting and Procurement team, you will assist in delivering efficient and professional procurement services. What you will do:

  • Support the successful and timely delivery of procurement projects, including producing precise procurement documentation and assisting with specification development.
  • Publish procurement opportunities through the e-tendering portal, handle clarification requests, evaluate tender responses, and oversee the contract execution process.
  • Collaborate with a Procurement Business Partner to implement procurement strategies that meet service area requirements, from needs analysis to the complete tender and evaluation process.
  • Partner with service areas and the Contracting Relationships Team to ensure comprehensive contract lifecycle management and structured handover of resulting contracts.
  • Assist Procurement Support Officers in managing systems such as tender management, catalogue management, and the contracts register.
  • Support or manage projects within agreed timescales, ensuring compliance with procurement legislation, Council strategies, and procedures.
  • Work closely with service areas to understand their needs, consolidate requirements, and identify opportunities for enhancements.
  • Manage multiple projects and stakeholders effectively, adhering to procurement legislation and Council standards.
  • Provide technical input into tender documentation to ensure alignment with organisational requirements.
  • Assist in developing a 5-year procurement pipeline and annual work plan based on operational and business needs.

Requirements:

  • Minimum of a good standard of GCSE or equivalent qualification.
  • At least three years’ experience in a relevant procurement role.
  • Educated to CIPS level 4 or progressing towards the qualification.
  • Strong team working skills and excellent attention to detail.
  • Proficient IT skills and ability to understand and interpret data.
  • Previous experience in a Procurement, Buyer, or Supply Chain role.
  • Excellent communication skills and the ability to interact effectively across various levels.
  • Understanding of sourcing, procurement, and all relevant procurement legislation applicable to Local Authorities.
  • Ability to manage multiple projects and stakeholders simultaneously with an eye for continuous improvement.
