Seven Resourcing is currently seeking an experienced Revenues Manager to join a local authority team in Shrewsbury. This is an excellent opportunity for a skilled revenues professional with strong Council Tax and NNDR (Business Rates) experience to take on a leadership role within a fast-paced public sector environment.
You will be responsible for overseeing the full revenues service, ensuring accurate billing, effective collection, and compliance with all relevant legislation, while leading and developing a high-performing team.
Key Responsibilities- Service Delivery
- Deliver an efficient and effective Council Tax and NNDR service
- Oversee accurate annual billing for Council Tax, NNDR, and Business Improvement Districts (BIDs)
- Ensure all billing and recovery processes comply with current legislation
- Promote and manage effective debt recovery strategies
- Technical & Compliance
- Maintain expert knowledge of local taxation legislation and best practice
- Interpret and advise on complex and sensitive revenues matters
- Ensure timely and accurate submission of statutory returns (e.g. CTB1, NNDR1, NNDR3)
- Leadership & Team Management
- Lead, manage, and support Revenues Team Managers and staff
- Drive staff performance, development, and training programmes
- Ensure service delivery meets accuracy targets (minimum 95%)
- Performance & Strategy
- Develop service plans, operational programmes, and performance frameworks
- Monitor KPIs and produce reports on income collection and outstanding debt
- Support continuous improvement and service transformation initiatives
- Financial & Risk Management
- Manage budgets in line with financial regulations
- Oversee debt write-offs within delegated authority
- Identify and mitigate risks to service delivery
- Stakeholder Engagement
- Liaise with internal departments and external partners
- Manage Service Level Agreements to ensure performance and value for money
- Represent the service at meetings, committees, and relevant events
- Proven experience in a Revenues Manager or senior revenues position
- Strong knowledge of Council Tax and NNDR legislation and processes
- Experience within a local authority setting
- Demonstrable leadership and team management experience
- Strong analytical and problem-solving skills
- Excellent communication and stakeholder engagement abilities
- Hybrid working model (2–3 days in the office preferred)
- Fully remote working may be considered for exceptional candidates
