Seven Resourcing is recruiting an experienced Occupational Therapy Transformation Manager to support a local authority in Gloucestershire with the redesign, mobilisation, and delivery of its Occupational Therapy Service. This senior interim role is ideal for a Registered Occupational Therapist with strong service design and transformation experience within Adult Social Care.

About the Role

This role will provide both strategic and operational leadership to support the return and scaling of an in-house Occupational Therapy Service over a 12-month period. Working closely with senior leaders and operational teams, you will lead the end-to-end design of the OT model and oversee the mobilisation of a community OT service, ensuring it is safe, effective, and prevention-focused. Success in this role will be measured by the successful launch of a fully operational Occupational Therapy Service that delivers improved outcomes for adults across Gloucestershire.

Key Responsibilities

  • Service Design and Transformation
    • Lead the design of a consistent, prevention-focused Occupational Therapy model across all access points.
    • Map current OT pathways across adult social care, assessment teams, equipment services, Disabled Facilities Grants (DFGs), housing, adaptations, and community OT services.
    • Identify gaps, duplication, delays, and threshold inconsistencies within existing pathways.
    • Define clear roles, responsibilities, decision-making points, and prioritisation frameworks.
    • Redesign pathways to support early intervention, prevention, and effective service flow.
    • Develop and test case examples and scenarios with practitioners to ensure robustness.
  • Community OT Mobilisation
    • Support the mobilisation of an in-house Community OT team, with a target go-live by September 2026.
    • Work collaboratively with programme management, HR, commissioning, and health partners to define scope and transfer arrangements.
    • Develop workforce models, establishment requirements, and role profiles.
    • Design governance, supervision structures, clinical oversight, and operational processes.
    • Produce and deliver a detailed mobilisation plan, including milestones, risks, and workforce transition steps.
    • Support delivery of a waiting list action plan in partnership with community health services.
  • Leadership and Delivery
    • Translate strategic objectives and approved business cases into operational service delivery.
    • Provide expert advice on the role of Occupational Therapy in prevention and Adult Social Care.
    • Lead change management activity to embed new ways of working.
    • Develop and implement benefits realisation plans and reporting frameworks.
    • Produce end-of-assignment reports with clear recommendations for sustainability and improvement.

Skills and Experience Required

  • Registered Occupational Therapist.
  • Strong understanding of Adult Social Care, the Care Act, and the role of OT in prevention and independence.
  • Proven experience in service redesign, transformation, and mobilisation within a local authority or similar setting.
  • Experience translating strategy into operational delivery.
  • Strong stakeholder management skills, with the ability to work collaboratively across multiple partners.
  • Experience developing and implementing benefits realisation plans.
