Seven Resourcing is recruiting for an experienced Property Compliance Manager to support a busy Housing Maintenance and Compliance service. This is a key leadership role responsible for ensuring statutory compliance across a diverse property portfolio, managing contractors, and driving high standards of safety and performance.

This position requires a strong background in housing compliance, building safety, and contractor management, with the ability to lead on regulatory requirements and promote a culture of safety and accountability.

Key Responsibilities
  • Source, commission, and manage consultants and contractors as required
  • Lead contractual performance meetings and address underperformance effectively
  • Ensure compliance with financial policies, procurement processes, and regulatory requirements
  • Provide expert advice on asset management, building safety, and compliance across the organisation
  • Promote a strong culture of health, safety, and compliance across teams and stakeholders
  • Monitor and deliver against agreed KPIs and performance standards
  • Support the Senior Operations Manager with additional duties in line with the role grading
  • Travel between council offices and operational sites as required
  • Participate in an out-of-hours emergency escalation rota on a rotational basis
Requirements
  • Minimum 3 years' experience in housing compliance or landlord health and safety management
  • Strong knowledge of building safety regulations including fire safety, asbestos, and legionella
  • Experience managing contractors and delivering compliance programmes
  • Excellent leadership, communication, and stakeholder management skills
  • Strong analytical, decision-making, and problem-solving abilities
  • Understanding of CDM regulations and wider construction compliance standards
  • HNC or equivalent qualification in Building Surveying or related discipline (essential)
  • NEBOSH or recognised compliance qualification (desirable)
  • Full UK driving licence and willingness to travel across multiple sites
  • Enhanced DBS required
Additional Information
  • Budget responsibility: £2m
  • Line management responsibility: 7–8 FTE
  • Hybrid working with base at Cowley Road
  • Must be able to participate in emergency on-call service on a rota basis
