Public Liaison Officer – Freelance – Civil Engineering / Highways Location: Leeds West Yorkshire Rate: £270–£300 per day (CIS / Umbrella) Contract: Freelance – 34–36 Weeks Sector: Civil Engineering / Highways / Public Realm The Opportunity We are currently recruiting for an experienced Public Liaison Officer to join an established and reputable Civil Engineering contractor on a major Local Authority highways and town centre improvement project in Leeds City Centre. The scheme is valued at approximately £5 million, with an anticipated programme of 34–36 weeks, and will involve infrastructure and public realm improvements within a busy city centre environment. Our client requires a proactive and professional Public Liaison Officer to manage communications and maintain positive relationships between the project delivery team, local businesses, residents, members of the public and key stakeholders. This is an excellent opportunity for an experienced Public Liaison Officer seeking a long-term freelance contract with a well-established Civil Engineering contractor. Key Responsibilities * Act as the main point of contact for residents, local businesses, members of the public and stakeholders affected by the works. * Build and maintain positive relationships with the Local Authority, community representatives and surrounding businesses. * Communicate planned works, road closures, traffic management arrangements, access restrictions and programme updates. * Manage public enquiries, complaints and concerns, ensuring issues are recorded, escalated and resolved efficiently. * Work closely with Site Management and Project Management teams to minimise disruption throughout the project. * Prepare and distribute newsletters, notification letters, stakeholder communications and project updates. * Attend stakeholder meetings, community engagement events and project progress meetings where required. * Maintain accurate records of stakeholder interactions, complaints and community engagement activities. Experience & Requirements * Previous experience as a Public Liaison Officer, Community Liaison Officer, Resident Liaison Officer or Stakeholder Liaison Officer. * Experience working within Civil Engineering, Highways, Infrastructure, Public Realm or Local Authority construction projects is highly desirable. * Excellent communication, interpersonal and stakeholder management skills. * Confident dealing with members of the public, local businesses and challenging situations. * Strong organisational skills with the ability to manage multiple enquiries and stakeholder relationships. * Proactive, approachable and professional, with good IT and written communication skills.
