Job Description
Service Care Solutions are recruiting on behalf of a local authority in London for an Accountancy Business Change Deputy Manager to join the team on a temporary basis. The postholder will support in the strategic management of a designated service area, implementing improvements, with a focus on financial sustainability and operational efficiency. You will play a key role in developing teams and strengthening stakeholder relationships.
Key Responsibilities
- Support the operational and strategic delivery of financial services, while maintaining robust financial controls and financial probity, and ensuring compliance with legislation, policies and s151 responsibilities.
- Review and develop financial policies, procedures and service delivery models, identifying opportunities to improve efficiency, manage change effectively and maximise value for money.
- Oversee the day-to-day management and performance of staff within the designated service area, promoting high professional standards, continuous professional development and a culture of innovation and accountability.
- Monitor financial performance and budgetary impacts, identify emerging risks and material financial issues, and provide clear financial advice and reporting to support informed decision-making by senior stakeholders.
- Build effective relationships with internal departments, external partners and audit bodies, representing the Council at relevant forums, responding to audit enquiries and supporting the delivery of statutory and corporate financial obligations.
Candidate Criteria
- Fully qualified accountant with experience in local government or public sector finance environment, with HRA and capital accounting experience being desirable.
- Strong knowledge of financial governance, budget management, statutory compliance, financial controls and risk management.
- Proven experience implementing new processes and supporting organisational change in a demanding environment.
- Excellent analytical, report-writing and communication skills, with the ability to provide clear financial advice.
